The 14th National Assembly will not consider the North-South expressway project at its ongoing third session.

The North-South Expressway project did not appear in the National Assembly Standing Committee's Proposal on adjusting the meeting agenda from June 16 until the end of the ongoing session, presented by National Assembly Secretary General Nguyen Hanh Phuc on the afternoon of June 12.

Thus, the 14th National Assembly will not consider this particularly important project at its ongoing 3rd session.

Previously, when working with the team to prepare the Pre-Feasibility Study Report for the North-South Expressway project on the afternoon of June 3, Deputy Prime Minister Trinh Dinh Dung requested to strictly implement the Prime Minister's direction and promptly explain comments to complete the report to be submitted to the National Assembly at this 3rd session of the National Assembly.

During the working session at the headquarters of the Transport Engineering Design Corporation (TEDI), the unit assigned by the Ministry of Transport to prepare the project, the Deputy Prime Minister requested the team to prepare the pre-feasibility study report to review the report's contents and strictly implement the direction of Prime Minister Nguyen Xuan Phuc at the meeting on the investment plan for the Eastern North-South Expressway project.

The Deputy Prime Minister highly appreciated the efforts of the Ministry of Transport and the consulting unit in completing the Report with the highest quality in a very short time, which was reported by the State Appraisal Council to the Government for approval to submit to the National Assembly at the 3rd session of the National Assembly. Based on the opinions of the National Assembly Standing Committee and the National Assembly committees, the Deputy Prime Minister requested the transport sector in general and TEDI consulting unit in particular to promptly receive, explain and complete the report to submit to the National Assembly for comments.

The North-South Eastern Expressway Project is not a new project because many sections of the project have been put into operation, are under construction and investment research. Therefore, this pre-feasibility study report is updated and synthesized from projects that have not yet been invested into an important national project.

The investor in the pre-feasibility study report preparation phase is the Ministry of Transport and TEDI is the unit assigned to prepare the project.

The North-South Expressway project was discussed at an extraordinary meeting of the National Assembly Standing Committee on June 1, and is expected to be added to the agenda of this session.

According to the report of the Ministry of Transport, the North-South Expressway project has a total investment of 312,435 billion VND with an expected 4/6 lanes, speed of 80-120km/h and is divided into 20 component projects.

The Ministry of Transport has proposed a plan for 17/20 component projects to be implemented under the BOT (build-operate-transfer) model.

The length of the Hanoi - Ho Chi Minh City section is 1,622 km, of which 123 km has been put into operation including the sections Phap Van - Cau Gie, Cau Gie - Ninh Binh, Ho Chi Minh City - Long Thanh - Dau Giay; the construction of the Da Nang - Quang Ngai section is 127 km long, the remaining 1,372 km needs investment. The project consists of two phases from 2017 - 2025 and after 2025.

According to the Report of the Secretary General of the National Assembly, the National Assembly was also proposed to approve not to vote to pass the Law on Planning this time, because after the recent discussion session, it was shown that the project still had many different opinions, many issues related to a large number of current laws (at least 45 laws), requiring deep participation of ministries and branches that are greatly affected by the draft law, so it is necessary to continue to study and supplement closely./.
