On the afternoon of July 19, the National Assembly held a preparatory meeting, approved the session agenda, and elected the Head and Deputy Head of the Delegation.
In the opening session on July 20, after the speech of the National Assembly Chairman, as scheduled, General Secretary Nguyen Phu Trong spoke at the National Assembly.
According to the scheduled session agenda, the National Assembly will spend three working days reviewing and deciding on organizational and personnel work.
Speaking to reporters, Secretary General of the National Assembly Bui Van Cuong said that at this first session, the National Assembly will complete a total of 50 positions according to the provisions of the law.
Specifically, on the first working day, the delegates will elect the Chairman of the National Assembly, Vice Chairmen and members of the National Assembly Standing Committee. After that, the National Assembly will proceed to elect the Secretary General of the National Assembly, Chairman of the Ethnic Council, Chairman of the Committee and State Auditor General.
Notably, during this working week, the organizational structure of the Government for the 2021-2026 term will be submitted to the National Assembly for consideration and decision. As expected, the new Government will consist of 27 positions, including the Prime Minister, 4 Deputy Prime Ministers, 18 Ministers and 4 heads of ministerial-level agencies.
Thus, this new term will have one less Deputy Prime Minister than the current one. The Government currently has five Deputy Prime Ministers, including Mr. Truong Hoa Binh, Mr. Pham Binh Minh, Mr. Le Minh Khai, Mr. Vu Duc Dam, and Mr. Le Van Thanh. Of which, Permanent Deputy Prime Minister Truong Hoa Binh will not be re-elected to the 13th Party Central Committee.
According to Ms. Nguyen Thi Thanh - Head of the Delegation Affairs Committee of the National Assembly Standing Committee, personnel work is one of the key tasks at this session to be carried out throughout the term.
“State agencies operate according to terms, so the first session of the 15th National Assembly carried out personnel work to perfect the state apparatus for high-ranking personnel of the National Assembly, the Government as well as some personnel related to the judiciary and necessary positions,” Ms. Thanh said.
According to Ms. Thanh, at this session, the completed positions were reported to the Central Executive Committee and the Politburo, approving projects related to the positions of the National Assembly, as well as the Government's structure project.
"The project has been carefully reviewed and considered based on the assessment of the Government's term 2016-2021. Based on the overall consideration of personnel work, the Politburo and the Central Executive Committee have oriented and commented on the Government's structure project, with four Deputy Prime Ministers in the immediate future," Ms. Thanh explained.
Prepare carefully to prevent epidemics
Regarding the organization of the session, Secretary General of the National Assembly Bui Van Cuong said that the National Assembly Office is still compiling and counting the number of delegates from the South who requested to be absent. Some localities, due to the complicated epidemic situation, requested to be absent from this session. In addition, there are also some situations that arise, such as delegates who have been in contact with F0 (ie F1), also not attending the session.
According to the Secretary General of the National Assembly, the work of preventing and fighting the epidemic for the session has been carefully prepared, from National Assembly deputies to service forces, National Assembly agencies, press reporters, and even hotels where delegates are received have requested to be vaccinated.
Before returning to Hanoi, delegates as well as delegates in Hanoi were tested three times before the session took place. As for delegates from localities implementing social distancing according to Directives 15 and 16, upon returning to Hanoi, they continued to be tested two more times, and were arranged to stay in separate hotels, travel by separate means, and sit in separate meeting areas. In the epidemic situation, delegates were arranged to stay in 5-star hotels but at the same price as 2- and 3-star hotels before.
“For delegations of National Assembly deputies, we request that they do not organize receptions or meetings at the delegates' eating and resting places during the meeting; they only organize according to the plan of the National Assembly Standing Committee; and that members of the delegation who are experts and assistants do not move outside of the meeting time from the eating and resting places,” said Mr. Cuong.
