At 2 PM on May 20th, the National Assembly heard explanations and feedback on the draft amendments to the 1992 Constitution presented by Mr. Phan Trung Ly, Chairman of the Law Committee and Head of the Drafting Committee for the Constitutional Amendments.

This is the first time the explanation and feedback on the draft amendments to the 1992 Constitution have been made public to the entire nation by the Committee for Drafting Amendments to the 1992 Constitution.

Previously (March 31), the Committee received explanatory reports and responses from government agencies, agencies of the National Assembly, the Central Committee of the Vietnam Fatherland Front, etc.

On May 17th, at a press conference introducing the agenda for the session, the Head of the National Assembly Office, Nguyen Hanh Phuc, stated that the report explaining and incorporating feedback on the draft amendments to the 1992 Constitution by the Drafting Committee is 150 pages long.

However, this afternoon, Mr. Phan Trung Ly will read a summary report on the Committee's response and explanation regarding the amendment of the 1992 Constitution.

Reportedly, the draft of the new Constitution has been completed and submitted to the Standing Committee of the National Assembly for discussion at its 18th session on May 16th.

In their statements prior to the 5th Session, National Assembly deputies indicated that voters nationwide have expressed their request for the Committee drafting the amendments to the 1992 Constitution to fully and honestly explain and incorporate the suggestions and opinions of the people nationwide in the constitutional amendments, as a basis for discussion in the National Assembly.

In his opening speech this morning, National Assembly Chairman Nguyen Sinh Hung, Chairman of the Drafting Committee, stated that the Committee had seriously studied, absorbed, and revised the draft amendment to the Constitution submitted to the National Assembly; studied and carefully selected opinions to reflect the will of the people; and fully, specifically, and thoroughly addressed the issues raised during the consultation process.

According to the National Assembly Office, as of April 30, 2013, more than 26 million public comments had been received on the draft amendments to the 1992 Constitution. Generally, public opinions supported the basic contents of the draft as announced by the Constitutional Amendment Drafting Committee. Furthermore, the public contributed many heartfelt, frank, and responsible opinions on both the content and the technical aspects of constitutional drafting for almost all chapters and articles of the draft.
