The National Assembly heard the Report on amending and supplementing a number of articles of the Constitution.
On the morning of May 7, continuing the 9th Session, the National Assembly listened to the Presentation of the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution. Comrade Nguyen Thi Thanh - Vice Chairwoman of the National Assembly chaired the meeting.

With 100% of delegates present in favor of passing Resolution No. 194/2025/QH dated May 5, 2025, the National Assembly decided to consider amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam to implement the policy of arranging and streamlining the apparatus of the political system, with the scope of amendment focusing on the provisions of the 2013 Constitution on the Vietnam Fatherland Front, socio-political organizations and the delimitation of administrative units and local government organizations.

The Draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam consists of 2 articles: Article 1 includes 8 clauses amending and supplementing a number of provisions of the 2013 Constitution on the Vietnam Fatherland Front and socio-political organizations, on administrative units and local government organizations; Article 2 includes 3 clauses regulating the effective date and transitional provisions.

The draft Resolution provides general provisions on socio-political organizations in the direction of affirming the position of these organizations under the Vietnam Fatherland Front; supplementing and clarifying the operating principles of the Vietnam Fatherland Front and its member organizations as democratic consultation, coordination and unified action under the chairmanship of the Vietnam Fatherland Front.
Specifically: Vietnam Trade Union, Vietnam Farmers' Association, Ho Chi Minh Communist Youth Union, Vietnam Women's Union, Vietnam Veterans' Association are socio-political organizations under the Vietnam Fatherland Front, established on a voluntary basis, representing and protecting the legal and legitimate rights and interests of their members; organized and operating uniformly within the Vietnam Fatherland Front; together with other member organizations of the Democratic Consultative Front, coordinating and unifying actions under the leadership of the Vietnam Fatherland Front.

The Resolution also stipulates that administrative units of the Socialist Republic of Vietnam include provinces, centrally run cities and administrative units below provinces and centrally run cities. Special administrative-economic units are established by the National Assembly.
The determination of types of administrative units below provinces and centrally-run cities and the order and procedures for establishing, dissolving, merging, dividing administrative units and adjusting administrative unit boundaries are prescribed by the National Assembly.
This regulation will create conditions to continue to specify the model of administrative units and 2-level local government in the Law on Organization of Local Government (amended) which is also being submitted to the National Assembly for consideration and approval at this 9th Session.

The Draft Resolution also stipulates amendments and supplements to regulations on Vietnam Trade Unions; Amendments and supplements to regulations on the right to submit draft laws and draft ordinances of socio-political organizations; Amending and supplementing a number of other regulations on local government
In order to create a legal basis for the consolidation and arrangement of organization and personnel, and the promulgation of relevant legal documents to implement the policy of arranging and streamlining the apparatus of the political system, especially for the Government to promptly issue documents regulating, guiding, and redistributing the tasks and powers of local authorities at all levels in the fields of state management when there is no longer a district-level government organization, the National Assembly proposed to determine the effective date of the Resolution amending and supplementing a number of articles of the 2013 Constitution as from July 1, 2025.
Also on the morning of May 7, the National Assembly held a plenary session in the hall to listen to the following contents: Submission and Report on the examination of the draft Law on Organization of Local Government; Submission and Report on the examination of the draft Law on Cadres and Civil Servants; Report on explanation, acceptance and revision of the draft Law on Employment. The National Assembly discussed a number of contents with different opinions in the draft Law on Employment.
