The National Assembly will break the rules and discuss until 6:30 p.m.
The National Assembly Standing Committee has unanimously proposed that National Assembly deputies allow the afternoon session on June 9 to be extended to 6:30 p.m.
On June 6, Secretary General of the National Assembly Nguyen Hanh Phuc sent a special notice to National Assembly deputies.
The announcement said that, according to the approved meeting agenda, on June 9, the National Assembly will discuss in the hall about socio-economic issues and the state budget. This is an important content, always attracting the attention and follow-up of National Assembly deputies as well as voters and people nationwide.

Based on the results of the group discussion and to have more time for many delegates to speak and for Government members to explain and clarify issues, the National Assembly Standing Committee unanimously requested the National Assembly delegates to allow the extension of the afternoon session on June 9, 2017 to 6:30 p.m.
Thus, this is the first time in many sessions, at least in recent terms, that the National Assembly will break the rule and increase the discussion time by 1 hour and 30 minutes.
For a long time, the time has been fixed that the National Assembly works from 8am to 11:30am in the morning and from 2pm to 5pm in the afternoon. Even though there are many discussion sessions and the list of delegates registered to speak is long, the National Assembly adjourns at exactly 5pm. If few delegates register, they can leave early. In group discussion sessions, it is rare for any group to use up all the time.
Since the previous term, delegates have suggested that the National Assembly should not be too strict with office hours, but should discuss until the end, to get to the bottom of things, even if it means working all evening. However, this suggestion has not yet come true.
With the regulation that each delegate can speak for no more than 7 minutes and debate for no more than 3 minutes, if it stops at 5 p.m., a working day will only have enough time for about 50 delegates to speak. Extending it by 1.5 hours will give about 10 delegates the opportunity to appear before voters.
Along with the right to raise a debate board, the extension of the discussion time is a new feature of this National Assembly term. And this is not the only exception. In the first working week, the National Assembly discussed the Penal Code on Saturday.
