The National Assembly will issue a Resolution on the results of the vote of confidence.

Besides holding a vote of confidence for 49 key positions elected or approved by the National Assembly, this session of the National Assembly is expected to pass 9 draft laws and provide opinions on plans and solutions for economic and social development and the state budget.

On the afternoon of May 17th, the National Assembly Office introduced the program and content of the 5th Session of the 13th National Assembly to a large number of domestic and foreign journalists.

Presiding over the press conference, the Head of the National Assembly Office and Spokesperson for the 5th Session, Mr. Nguyen Hanh Phuc, stated that a very important item on the agenda was the first-ever vote of confidence by the National Assembly for positions elected or approved by the National Assembly, in accordance with Resolution 35/2012/QH13 of the National Assembly.

Mr. Nguyen Hanh Phuc emphasized that objectivity in voting is a high requirement for every member of the National Assembly.

Accordingly, the basis for National Assembly deputies to decide on their vote is the self-assessment report of each position, which has been sent to National Assembly deputies (20 days before the session), and the results of supervision by the National Ethnic Council, the Committees of the National Assembly, and the suggestions and comments of voters conveyed through National Assembly deputies.

According to the announcement, the confidence vote will begin with the Speaker of the National Assembly reporting on several issues regarding the implementation of Resolution 35 of the National Assembly. The National Assembly will then discuss the confidence vote for 49 positions in the delegation meetings. Following this, the National Assembly will hold a plenary session in the assembly hall to conduct the confidence vote and issue a resolution confirming the results.

Regarding the case of Mr. Vuong Dinh Hue, the Minister of Finance (now transferred to the position of Head of the Central Economic Committee), the National Assembly will proceed with the dismissal (and election of a replacement) on May 24th. However, since the National Assembly will only conduct a vote of confidence in mid-June, Mr. Vuong Dinh Hue will not be included in the list for the vote of confidence.

At the same time, the person who replaces Mr. Vuong Dinh Hue as Minister of Finance (elected and approved by the National Assembly) will also not have to undergo a vote of confidence at this session.

The spokesperson for the session emphasized that the personnel election process will ensure transparency and seriousness in accordance with proper procedures. Regarding the position of Minister of Finance, the Government is responsible for discussing and submitting a list of candidates for the National Assembly to elect. "Whether there is a surplus for this position depends on the list. If no one withdraws from the list, there will be a surplus," said Mr. Nguyen Hanh Phuc.

Another important item on the agenda of the session is the discussion by National Assembly deputies on the draft amendments to the 1992 Constitution. The Constitutional Amendment Drafting Committee will submit a 150-page report explaining how it incorporated public opinions on amending this important law of the country.

Along with the Constitution, the National Assembly also discussed and commented on 7 other draft laws, including the Law on Citizen Reception, the Law on Plant Protection and Quarantine, the Law amending and supplementing a number of articles of the Law on Emulation and Commendation, the Law on Bidding (amended), the Law amending and supplementing a number of articles of the Law on Fire Prevention and Fighting, the Law on Practicing Thrift and Combating Waste (amended), and the Law on Employment.

The National Assembly will also pass the amended Land Law at this session, along with nine other draft laws: the Law on Grassroots Mediation, the Law amending and supplementing a number of articles of the Value Added Tax Law, the Law amending and supplementing a number of articles of the Residence Law, the Law amending and supplementing a number of articles of the Corporate Income Tax Law, the Law on National Defense and Security Education, the Law on Counter-Terrorism, the amended Law on Science and Technology, and the Law on Disaster Prevention and Mitigation.

Besides legislative work, the National Assembly also gave opinions on plans and solutions for economic and social development and the state budget in the context of an economy still facing many difficulties and challenges, harboring many risks that could cause economic instability;… gave opinions on the implementation of the Law on Practicing Thrift and Combating Waste in the Use of Government Bond Capital for Basic Construction Investment in the period 2006-2012; and the negotiation and signing of a government-level agreement to resolve the issue of free migrants and unregistered marriages in the Vietnam-Laos border region.

To facilitate viewership for voters and the entire nation, the 5th Session will allocate 9 days for live television and radio broadcasts of the discussions in the Assembly Hall. The session will open on Monday (May 20th) and close on June 22nd in Hanoi.
