The National Assembly agreed to maintain part of the 911 project's funding for doctoral training and continue to ensure training funding for international students who have enrolled.
On the afternoon of November 14, the National Assembly voted to pass the Resolution on allocating the central budget for 2018.
One of the contents mentioned in the Resolution on central budget allocation in 2018 is the expenditure on education and training. Accordingly, some opinions of National Assembly deputies requested to explain the expenditure for the Project on training lecturers with doctoral degrees for universities and colleges; some opinions suggested to prioritize investment in education in remote areas and general education teachers.

The report on explanation, acceptance and revision of the draft Resolution on central budget allocation in 2018 presented by Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee Nguyen Duc Hai showed that the Government's plan for allocating the central budget in 2018 reported to the National Assembly has allocated funds for training projects of the education sector.
Including the Project on training lecturers with doctoral degrees for universities and colleges in the period 2010 - 2020 (Project 911) based on planned training targets, budget expenditure levels according to regimes, standards, norms and actual implementation capabilities.
In 2018, the allocation for Project 911 is expected to decrease sharply compared to previous years, but a portion must still be maintained to continue to ensure training costs for international students who have enrolled in previous admissions. In response to the opinions of National Assembly delegates, the Standing Committee of the National Assembly requested the Government to continue reviewing the Projects in general of the education sector and Project 911 in particular to ensure the effective and economical use of funds.
Regarding investment priorities for education in remote areas and general education teachers, the Standing Committee of the National Assembly found that, in recent times,The Government has implemented this task quite comprehensively, specifically: investing in facilities and equipment for ethnic minority boarding schools...; implementing target programs, national target programs with priority subjects being mountainous areas, ethnic minority areas, disadvantaged areas...;
Implement policies on tuition exemption/reduction, scholarships, support for learning costs, support for learning equipment, support for food, housing, rice, funds for buying books and learning materials; deploy many Projects, Programs to serve the training and development of general education teachers...
Therefore, the Standing Committee of the National Assembly proposed that the National Assembly keep the allocation plan as in the draft Resolution./.
