The National Assembly discusses the draft Law on Fire Prevention, Firefighting, and Rescue.

The delegation of National Assembly deputies from Nghe An province, led by Comrade Thai Thanh Quy - Member of the Central Committee of the Communist Party of Vietnam, Deputy Head of the Standing Committee of the Central Economic Committee, and Chairman of the Provincial People's Council - along with other delegates, attended the meeting.

During the working session, 10 National Assembly deputies generally agreed with the scope, structure, and many contents of the draft Law. Overall, the provisions of the draft Law ensured consistency within the legal system and were feasible.

At the same time, delegates requested the Standing Committee of the National Assembly to direct relevant agencies to continue incorporating and revising a number of specific issues such as: continuing to review to ensure consistency in the legal system regarding the interpretation of terms; regulations on fire safety assessment at both the basic design and investment preparation stages; supplementing principles on the application of science and technology and digital transformation in fire prevention and firefighting; fire alarms, rescue and relief situations; methods for handling fire alarms; and fire prevention for residential buildings and buildings combined with production and business activities.

National Assembly deputies also proposed studying the regulation of arranging bedrooms in production and business areas, suggesting a roadmap to allow these establishments time to design appropriately according to their socio-economic capabilities; and establishing a system of periodic and public inspections on fire prevention and control in the installation and use of electrical systems, based on state management platforms.

The regulations should clarify the installation and use of electricity in high-rise buildings, apartment complexes, and production facilities; the responsibilities of organizations and individuals in constructing infrastructure and installing electrical equipment; review to ensure consistency in the functions and duties of fire prevention and fighting forces; study regulations on the establishment of fire prevention and fighting forces at the grassroots level to ensure suitability, with the direction of entrusting the Government with the detailed regulations for different types of facilities; and add clearer regulations on handling emergency situations, rescue, and relief when there is no competent authority present.

The opinions also suggested decentralizing power to local authorities, with local governments at all levels reviewing and developing appropriate solutions, establishing a roadmap, and ensuring feasibility; and specifying the effective dates of some transitional provisions.

Presiding over the discussion session, Vice Chairman of the National Assembly Tran Quang Phuong requested the Secretary General of the National Assembly to promptly prepare a comprehensive report to send to National Assembly deputies and forward it to the verification agency for consideration, explanation, and submission to the National Assembly for approval in accordance with the session's agenda.

At the same time, we propose that the Government promptly direct the issuance of legal documents mandated by the Law so that when the Law is passed, the Government's documents are readily available and implemented in practice; strengthen propaganda and education to raise public awareness and responsibility regarding the responsibilities of agencies, organizations, and individuals, especially leaders, in fire prevention, firefighting, rescue, and relief work.

On the same day, the National Assembly discussed in the plenary session the investment policy for the National Target Program on cultural development for the period 2025-2035.
