National Assembly discusses Draft Law on Fire Prevention, Fire Fighting and Rescue
On November 1, the National Assembly discussed in the hall a number of contents with different opinions of the Draft Law on Fire Prevention, Fire Fighting and Rescue.

The delegation of National Assembly deputies of Nghe An province led by comrade Thai Thanh Quy - Member of the Party Central Committee, Deputy Head of the Central Economic Committee, Chairman of the Provincial People's Council, and other delegates attended the meeting.
At the working session, 10 National Assembly deputies basically agreed with the scope of regulation, structure and many contents of the draft Law. In general, the provisions of the draft Law have ensured consistency in the legal system and feasibility.

At the same time, delegates requested the National Assembly Standing Committee to direct agencies to continue to absorb and revise a number of specific issues such as: Continuing to review to ensure consistency in the legal system on the interpretation of terms; regulations on fire prevention assessment at both the basic design stage and investment preparation stage; supplementing principles of applying science and technology, digital transformation in fire prevention and fighting; on fire alarms, rescue situations; methods of handling fire alarms; on fire prevention for houses and houses combined with production and business.

The National Assembly Deputies also proposed to study the regulations on the arrangement of bedrooms in production and business areas with a roadmap so that these establishments have suitable design conditions, in accordance with their socio-economic capabilities; to prescribe a periodic and public inspection regime on State management platforms on fire prevention and fighting in the installation and use of electricity.

Provide clearer regulations for high-rise buildings, apartment buildings, and production facilities on electricity installation and use; on the responsibilities of organizations and individuals in infrastructure construction and electrical equipment installation; review to ensure consistency in the functions and tasks of fire prevention and fighting forces; study regulations on the establishment of fire prevention and fighting forces at the grassroots level in accordance with the direction of assigning the Government to provide detailed regulations for each type of facility; supplement clearer regulations on handling emergency situations, rescue, and relief when there is no competent authority.

Opinions also suggested decentralization and delegation of power to localities, local authorities at all levels to review and have appropriate solutions, have a roadmap and ensure feasibility; the effective time of some transitional provisions.
Chairing the discussion session, Vice Chairman of the National Assembly Tran Quang Phuong requested the Secretary General of the National Assembly to promptly prepare a summary report to send to National Assembly delegates and transfer it to the verification agency to receive, explain, and submit to the National Assembly for approval according to the meeting's agenda.

At the same time, it is recommended that the Government promptly direct the issuance of legal documents assigned by the Law so that when the Law is passed, there will be timely Government documents and, at the same time, implementation in practice; strengthen propaganda, education, raise awareness and responsibility of people about the responsibilities of agencies, organizations, individuals, especially leaders in fire prevention, fire fighting, rescue and relief work.
On the same day, the National Assembly discussed in the hall the investment policy of the National Target Program on cultural development for the 2025-2035 period.
