On May 27th, the seventh working day of the fifth session, National Assembly delegates continued their group discussions on the draft amendments to the 1992 Constitution.

Previously, at the opening session of the 5th National Assembly (May 20, 2013), the National Assembly heard Phan Trung Ly, Chairman of the National Assembly's Law Committee and Head of the Drafting Committee for the 1992 Constitution Amendment, present the Report explaining, incorporating public opinions, and revising the Draft Amendment to the 1992 Constitution.

At its 4th session, the National Assembly considered and commented on the draft amendments to the 1992 Constitution. Based on the National Assembly's opinions, the Constitutional Amendment Drafting Committee incorporated and finalized the draft Constitution, which was published for public comment from January 2, 2013.

After four months of implementation, agencies, organizations, and localities have conducted public consultations in a prompt, coordinated, democratic, widespread, and timely manner, in accordance with Resolution No. 38/2012/QH13. The National Assembly identified the collection of public opinions on the draft amendments to the Constitution as one of its key tasks for 2013.

According to reports from agencies and organizations, as of April 30, 2013, more than 26 million opinions and suggestions from the public had been received regarding the draft amendments to the Constitution, with over 28,000 conferences, seminars, and forums organized.

Overall, the public generally agrees with the basic contents of the draft published by the Constitutional Amendment Drafting Committee. In addition, various segments of the population have contributed many heartfelt, frank, and responsible opinions on both the content and technical aspects of constitutional drafting for almost all chapters and articles of the 1992 Constitutional Amendment Draft.

In a spirit of seriousness, scientific rigor, democracy, and high responsibility, the Committee for Drafting Amendments to the 1992 Constitution has fully, promptly, objectively, and honestly gathered and synthesized the opinions of the people. Through this process, it has classified and systematized these opinions into categories and groups of prominent issues, and proposed options for presenting, incorporating, and revising the Draft Amendments to the 1992 Constitution for submission to the National Assembly for consideration at this session.
