National Assembly discusses Draft amendments to the 1992 Constitution

On May 27, the 7th working day of the 5th session, National Assembly deputies continued to discuss in groups the Draft Amendment to the 1992 Constitution.

Previously, in the opening session of the 5th meeting (May 20, 2013), the National Assembly listened to Chairman of the National Assembly's Law Committee, Head of the Editorial Board of the Draft Amendment to the 1992 Constitution Phan Trung Ly present a report explaining, absorbing public opinions and revising the Draft Amendment to the 1992 Constitution.

At the 4th session, the National Assembly considered and gave opinions on the Draft Amendment to the 1992 Constitution. Based on the opinions of the National Assembly, the Draft Amendment Committee of the Constitution received and completed the Draft Constitution and announced it for public consultation from January 2, 2013.

After 4 months of implementation, agencies, organizations and localities have conducted public consultation in an urgent, synchronous, democratic, widespread and timely manner according to Resolution No. 38/2012/QH13. The National Assembly has identified public consultation on the Draft Amendment to the Constitution as one of the key tasks of 2013.

According to reports from agencies and organizations, as of April 30, 2013, there had been more than 26 million comments from the people on the Draft Constitution Amendment, with more than 28,000 conferences, seminars and discussions held.

In general, the people's opinions agree with the basic contents of the Draft announced by the Drafting Committee for the Amendment to the Constitution. In addition, people from all walks of life have contributed many enthusiastic, frank and responsible opinions on both the content and constitutional techniques for most of the chapters and articles of the Draft Amendment to the 1992 Constitution.

In the spirit of serious, scientific, democratic and highly responsible work, the Committee for Drafting Amendments to the 1992 Constitution has collected and synthesized complete, timely, objective and honest opinions of the people. Thereby, it has classified and systematized them into types of opinions, groups of emerging issues and proposed plans to present, absorb and revise the Draft Amendments to the 1992 Constitution to submit to the National Assembly for consideration at this session.
