The National Assembly discusses the amended Health Insurance Law.
Today (May 22), on the third working day of the 7th session, the National Assembly discussed in the Assembly Hall the new amended Health Insurance Law aimed at resolving current problems and shortcomings.

The draft Law amending and supplementing several articles of the Health Insurance Law focuses on several important contents, namely: amending regulations on mandatory health insurance participation; regulations on health insurance participation by household; on the management, allocation, use, and handling of surpluses and deficits in the health insurance fund; regulations on reducing co-payment levels for relatives of people with meritorious services to the revolution, people from poor households, and ethnic minorities living in difficult and extremely difficult socio-economic areas; and regulations on health insurance payment for medical examinations and treatments for patients who self-refer for examinations and treatments outside their designated level of expertise.
According to the delegates, this is an important draft law, directly related to people's healthcare, but many current regulations are problematic and inadequate, requiring resolution. Some regulations are causing public dissatisfaction, such as payment for out-of-network or over-the-network medical examinations and treatments…
In reality, after three years of implementing the current Health Insurance Law, it has been observed that although the Law specifically stipulates the groups responsible for participating in health insurance, compliance with the law by these groups remains low.
To achieve the goal of universal health insurance, mandatory participation is required for all individuals. The State should utilize mechanisms such as direct budgetary support for a segment of the population participating in health insurance, as well as policies on medical service pricing to encourage nationwide participation.
