Today (May 22), on the third working day of the 7th session, the National Assembly discussed in the Hall the new Law on Health Insurance (amended) to resolve current difficulties and shortcomings.

The Draft Law amending and supplementing a number of articles of the Law on Health Insurance focuses on a number of important contents, namely amending regulations on compulsory participation in health insurance; regulations on participation in health insurance by household; on management, allocation, use and handling of surplus and deficit of health insurance funds; on regulations on reducing co-payment levels for relatives of people with revolutionary contributions, people from poor households, ethnic minorities living in difficult and especially difficult socio-economic areas; on payment for health insurance examination and treatment for patients who self-examine and treat patients who go to the wrong medical facility or go to the wrong medical facility.
According to the delegates, this is an important law project, directly related to people's health care, but many current regulations are facing difficulties and shortcomings that need to be resolved. Some regulations that cause public outrage include paying for medical examination and treatment outside the designated area, going beyond the designated area, etc.
The reality after three years of implementing the current Law on Health Insurance shows that although the Law specifically stipulates the subjects responsible for participating in Health Insurance, the compliance with the law by these subjects is not high.
To achieve the goal of universal health insurance, it is necessary to require participation for all subjects. The State uses a direct budget support mechanism for a part of the population participating in health insurance, as well as a policy mechanism on medical service prices to promote the participation of all people in health insurance.
