The National Assembly discussed in the hall some contents with different opinions of the Draft Law on Roads.
(Baonghean.vn) - On the morning of May 21, continuing the 7th Session, the National Assembly discussed in a plenary session at the hall a number of contents with different opinions of the Draft Road Law, under the chairmanship of comrade Tran Thanh Man - Politburo member, Chairman of the National Assembly.
Senior Lieutenant General Tran Quang Phuong - Member of the Party Central Committee, Vice Chairman of the National Assembly chaired the meeting.

The National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi present a report explaining, accepting and revising the Draft Law on Roads.
Accordingly, at the 6th Session of the 15th National Assembly, the National Assembly deputies discussed in groups and halls the Draft Law on Roads with the majority of opinions agreeing on the necessity of promulgating the law; highly appreciating the preparation of the draft law dossier and the Verification Report of the National Defense and Security Committee; basically agreeing with the contents of the draft Law and giving comments on many specific issues.

Based on the opinions of the National Assembly deputies, the National Assembly Standing Committee directed the Standing Committee of the National Defense and Security Committee to preside over and coordinate with the Drafting Committee of the draft law and relevant agencies to organize research, absorb and revise the draft law.
At the 31st Session (March 2024), the National Assembly Standing Committee reviewed and commented on the draft law after receiving and revising it, and directed the Standing Committee of the National Defense and Security Committee to study and continue to perfect the draft law and send it to the Conference of full-time National Assembly deputies for comments; National Assembly delegations, the Ethnic Council, National Assembly Committees and relevant agencies.
Based on the opinions of full-time National Assembly deputies, the opinions of National Assembly delegations and the Standing Committee of the Nationalities Council, the National Assembly Committees, and relevant agencies, the National Assembly Standing Committee directed the Standing Committee of the National Defense and Security Committee to continue coordinating with the Drafting Committee of the draft law to organize the reception and revision of the draft law to report to the National Assembly for comments at the 7th Session.

During the process of receiving and editing, the National Assembly Standing Committee unanimously proposed to edit the content of 82 articles (editing 260 clauses, 203 points), remove 7 articles, and at the same time, combine the content of some articles to build into new articles; rearrange the positions of 3 articles.
After being received, revised and completed, the draft law has 6 chapters with 86 articles, 6 articles less than the draft law submitted by the Government.
The National Assembly Standing Committee found that the draft law had received maximum input from National Assembly deputies, ensuring consistency in the legal system, ensuring feasibility, consistent with the law-making objectives, and meeting the conditions for reporting to the National Assembly for consideration and approval.

In this morning's discussion session, there were 23 more comments from National Assembly deputies. The majority of deputies expressed basic agreement with the content of the report on explanation, acceptance, revision and the draft law.
At the same time, opinions also suggested adding many specific contents related to the following contents: only passenger cars should be regulated to perform transportation contracts with the need to rent the whole vehicle; clarify the concept of other roads belonging to the rural traffic system; encourage and create all conditions to upgrade and maintain road traffic infrastructure.
The National Assembly deputies also said that it is necessary to supplement regulations on the responsibility for dismantling toll stations that have stopped operating; to soon complete the national database on transport infrastructure assets; to clearly define the scope and scale as a basis for road classification; to avoid duplication of policy content between the Road Law and the Law on Road Traffic Order and Safety; to adjust the content on road network planning; to have stricter regulations on passenger transport business types under contracts, etc.
Chairman of the National Assembly's Defense and Security Committee Le Tan Toi spoke to explain and clarify a number of issues raised by National Assembly deputies at the discussion session.
Concluding the discussion session, Vice Chairman of the National Assembly Tran Quang Phuong assessed: All opinions have clear, profound and comprehensive political, legal and practical bases, demonstrating the high concern and responsibility of the National Assembly deputies for the draft law that has been received and revised.

Through discussion, the vast majority of opinions of National Assembly deputies highly appreciated the sense of responsibility of the National Assembly Standing Committee, the Government, and National Assembly agencies in closely coordinating with ministries, branches, and relevant agencies under the direction to conduct thorough research, organize in-depth seminars and workshops, conduct practical surveys, and collect more useful information to serve the reception, revision, and explanation.
The contents of the draft law have crystallized the efforts and intelligence of the entire political system and the people; the basic opinions agree on the structure and specific content of the draft law, including the reception, revision and report on the reception and explanation of the revision of the draft law by the National Assembly Standing Committee.
Vice Chairman of the National Assembly Tran Quang Phuong said: The Secretary General of the National Assembly will have a summary report to send to the National Assembly deputies and transfer it to the reviewing agency and the drafting agency for research, acceptance, and revision of the draft law. The Standing Committee of the National Defense and Security Committee will urgently preside over and coordinate with the agencies to fully accept and explain the opinions of the National Assembly deputies at the meeting, complete the draft law and report to the National Assembly Standing Committee for comments.
Based on the opinions of the National Assembly Standing Committee, the Standing Committee of the National Defense and Security Committee completed the draft law and sent it to the Standing Committee of the Law Committee for a full review of legislative techniques and related regulations; at the same time, completed the report on receiving explanations and revising the draft law, with the spirit that no opinions of delegates were not received and explained, creating high consensus and unanimous voting in accordance with the meeting's agenda.
