The National Assembly agreed to increase the basic salary for officials, civil servants and public employees to 1.8 million VND/month from July 1, 2023.
(Baonghean.vn) - This is one of the contents of the Resolution on the State budget estimate for 2023 that was just passed by the National Assembly during the working session on the afternoon of November 11 at Dien Hong Hall, National Assembly House.

With 451 National Assembly deputies in favor, accounting for 90.56%, the Resolution on the State budget estimate for 2023, the resolution for 2023, the total State budget revenue is 1,620,744 billion VND. The total State budget expenditure is 2,076,244 billion VND. The State budget deficit is 455,500 billion VND, equivalent to 4.42% of the gross domestic product (GDP).
The National Assembly assigned the Government to focus on operating a reasonable fiscal policy with a focus and key points, promptly responding to complex fluctuations of the situation, ensuring the goal of maintaining macroeconomic stability, controlling inflation, promoting growth, and ensuring major balances of the economy; Not yet implementing a comprehensive reform of wage policy according to Resolution 27-NQ/TW in 2023.

The National Assembly also assigned the Government, from July 1, 2023, to increase the basic salary for cadres, civil servants and public employees to 1.8 million VND/month; increase pension and social insurance allowances for subjects guaranteed by the State budget by 12.5% and provide additional support for subjects who retired before 1995 with low benefits; increase preferential allowances for people with meritorious services and increase expenditure on social security policies currently linked to the basic salary by 20.8%.
From January 1, 2023, adjustments will be made to increase preferential allowances for preventive medicine and grassroots health workers according to Conclusion No. 25-KL/TW dated December 30, 2021 of the Politburo.
Also in the working session this afternoon, the National Assembly voted to pass the Resolution on the allocation of the central budget in 2023 with 453 National Assembly deputies in favor, accounting for 90.96%.

Next, the National Assembly discussed in the hall the draft Law on Prices (amended). The amendment of this Law aims to fully institutionalize and comply with the Party's policy on developing a market economy with State regulation.
Accordingly, the revised Law on Prices aims to properly and reasonably regulate the role of State management; clearly define the boundaries, level, scope, and measures of State regulation of the market on the basis of respecting market rules, overcoming negative impacts of the market, but on the other hand, still ensuring the right to self-determination and freedom of business of enterprises; continue to innovate to increase healthy competition among enterprises, avoid intervention by administrative orders; protect the rights and legitimate interests of consumers, especially vulnerable but not subsidized groups.

The revised Law on Prices also overcomes institutional obstacles, policy loopholes; and irrationalities in the legal system that are hindering the development process; creates transparency in State management of prices and publicizes business information; clearly defines the responsibilities of competent organizations and individuals; ensures the consistency, synchronization, specificity, and feasibility of this Law with the legal system, in accordance with international commitments; and simplifies administrative procedures.

Previously, in the morning session of the same day, the National Assembly discussed in the hall the draft Law on Electronic Transactions (amended). In the discussion session, 15 delegates spoke, Minister of Information and Communications Nguyen Manh Hung explained and clarified a number of opinions of the National Assembly delegates. The Law on Electronic Transactions is very important to the construction of a digital Vietnam, amended according to the principle of "as the reality is, so is the number" and "the number must be richer than the reality".
