The National Assembly passed the Law on Cooperatives (amended)
(Baonghean.vn) - On the morning of June 20, continuing the 5th session, the 15th National Assembly passed 1 draft law and 1 draft resolution; then discussed in groups about the Draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

Accordingly, the National Assembly voted to pass the Law on Cooperatives (amended), with 466/472 National Assembly deputies participating in the vote in favor, equal to 94.33% of the total number of National Assembly deputies.
The National Assembly also voted to pass the Resolution on the investment policy decision for the road project from National Highway 27C to Provincial Road DT.656 of Khanh Hoa province - connecting with Lam Dong and Ninh Thuan, with 471/472 National Assembly deputies participating in the vote in favor, equal to 95.34% of the total number of National Assembly deputies.

Next, after listening to the Government's presentation and the National Assembly's Committee on National Defense and Security's review report on the Draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level, the National Assembly discussed the draft law in groups.
The Nghe An National Assembly delegation discussed in Group 3 with the delegations of Bac Kan and Bac Lieu provinces. Speaking at the discussion, Major General Tran Duc Thuan, a delegate of the Nghe An delegation, from the perspective of a Standing Member of the National Assembly's National Defense and Security Committee, the unit responsible for reviewing the draft law, provided some additional information during the law-making process.

According to Major General Tran Duc Thuan, the promulgation of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level aims to institutionalize the Party's policies and guidelines on ensuring security and order at the grassroots level; at the same time, overcome difficulties and shortcomings in practice, especially at the grassroots level, many localities currently have 3 forces: the civilian protection team, the militia, and the part-time commune police.
Therefore, it is necessary to consolidate the above forces to both act as the core in building a self-governing model of security and order in communes, wards and towns; and as a force with the function of supporting the police force in performing the tasks of protecting security, order, fire prevention, fire fighting, rescue and building the movement "All people protect national security" in villages, hamlets and residential groups.

However, during the review process, Major General Tran Duc Thuan added that many concerns were noted regarding the staffing and budget allocation for this force if it were established. The National Assembly's Committee on National Defense and Security requested that the Government further assess and clarify the impact on policy in law-making, especially whether there would be an excessive increase in staffing and budget expenditure when paying allowances for this force; at the same time, the proposal on authority is that the government establishes and manages, while the Public Security provides professional guidance and direction to the force participating in protecting security and order at the grassroots level.
In particular, the issue of budget spending for this force being guaranteed by the Central or provincial level is currently receiving many opinions suggesting that the central budget should be the main guarantee; at the same time, the regime and policies also need to be consistent with the current regimes and policies in villages, hamlets, and residential groups such as: militia and self-defense forces, village and hamlet cadres.

Speaking at the discussion, delegate Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province agreed on the necessity of promulgating the above law.
However, the delegate of the Nghe An delegation expressed concern about many contents of the articles in the draft law; in which, it is proposed that there should be a report assessing the impact not only from the perspective of the forces participating in protecting security and order at the grassroots level, but also from perspectives related to residential groups; to ensure fairness and harmony between subjects, specifically between the village, hamlet, and residential group departments including: secretaries, hamlet chiefs, heads of the Front working committees and forces participating in protecting security and order at the grassroots level when established.
Agreeing with the promulgation of this law, however, delegate of Nghe An Delegation Vi Van Son - Member of the Provincial Party Executive Committee, Head of the Provincial Ethnic Committee expressed his hesitation about the name of the draft law and suggested that the Drafting Committee should propose several options to choose a suitable name.

He also stated that the force participating in protecting security and order at the grassroots level is the force that is "selected" to participate in the security and order protection team; instead of using many methods as in the draft law such as "selection", "selection", "choice"; at the same time, it is necessary to specifically stipulate that this force operates under the management of the commune level and has the task of supporting the implementation of tasks for the police force at the grassroots level.
In particular, according to the Head of the Ethnic Minorities Committee of Nghe An province, in the regulations on the composition of the file review for selecting this force, it is necessary to add members who are prestigious people in the community. "Because in fact this force is mainly concentrated in villages and hamlets, so prestige with the community is very important," said delegate Vi Van Son.
