The National Assembly requested to transfer capital to projects with disbursement capacity.
The National Assembly requested the Government and the Prime Minister to urgently direct the transfer of capital from projects with low disbursement rates to projects with disbursement capacity, to speed up implementation progress.
On the morning of June 29, the National Assembly voted to pass a Resolution on the implementation of Resolution 43 on fiscal and monetary policies to support the socio-economic recovery and development program and enhance the effectiveness and efficiency of implementing the National Assembly's resolutions on a number of important national projects.
Resolution 43 acknowledges many positive results, especially in the implementation of a number of important national projects by the end of 2023. At the same time, it also points out shortcomings that need to be overcome.

Specifically, to overcome shortcomings and limitations and improve the effectiveness of implementing Resolution 43 and resolutions of the National Assembly on a number of important national projects, the National Assembly requested the Government and the Prime Minister to direct ministries, branches and localities to urgently review and find solutions to resolve recommendations, difficulties and problems related to the implementation of investment projects.
At the same time, urgently transfer capital from projects with low disbursement rates to projects with disbursement capacity to speed up the implementation and disbursement of investment projects using capital from the socio-economic recovery and development program.
The National Assembly also requested the Government to direct competent authorities to review and synthesize reports for competent authorities to consider and decide on projects expected to have investment policies adjusted in accordance with the law.
Including the Bien Hoa - Vung Tau expressway construction investment project phase 1, and the Long Thanh international airport construction investment project phase 1.
Along with that, research on using unused land volume of phase 2 from the planning area of T3 terminal of Long Thanh International Airport, to serve the need for land for embankment for the Bien Hoa - Vung Tau expressway construction investment project phase 1.
The National Assembly requested that the Government direct the Ministry of Transport and relevant agencies to coordinate with localities assigned as managing agencies and competent agencies to urgently deploy investment to complete rest stops, traffic monitoring and control systems, in order to meet the requirements of synchronous exploitation when expressway projects are put into operation.
At the same time, urgently review and complete the traffic infrastructure system and traffic organization plan to improve operational safety on expressways invested in a 2-lane and 4-lane scale (without continuous emergency lanes). As well as develop plans to upgrade and expand projects that have been and are being invested in a 2-lane and 4-lane scale, ensuring that they are suitable for transportation needs in each period and with a long-term vision.
Localities urgently speed up the progress of site clearance and construction of resettlement areas. At the same time, strengthen inspection, review and strictly handle violations; promptly resolve complaints and denunciations to ensure security, order and social safety; pay attention to job creation and livelihood creation for people whose land must be recovered.
The National Assembly requested the Government to strengthen inspection, auditing, supervision, promptly prevent negativity, corruption, waste, and stop violations in project implementation, especially issues related to land recovery, compensation, support, and resettlement; exploitation and supply of raw materials; bidding and contractor appointment.
