National Highway 7B in Nghe An is 'blocked' by buffaloes and cows
(Baonghean.vn) - Cattle without herders, lined up walking, standing and lying on National Highway 7B (Nghe An), obstructing traffic, posing a potential risk of accidents for road users.

On this route, the section passing through Bac Thanh and Xuan Thanh communes (Yen Thanh), buffaloes and cows are often seen grazing in groups, forcing road users to avoid them, causing traffic jams.
In many cases, unattended cattle suddenly crossed the road or ran into the middle of the road, causing many vehicle owners to be surprised, lose control, fall off their bikes or crash into other vehicles. Many accidents have occurred on this stretch of road, mainly caused by cattle.

Mr. Nguyen Van Nhat in Yen Thanh town said: Early morning, noon and late afternoon, hundreds of buffaloes and cows cover the entire road. We always feel uneasy when passing by because we are afraid of colliding with buffaloes and cows.
According to Clause 2, Article 10 of Decree 46/2016/ND-CP, a fine of 60,000 VND to 80,000 VND will be imposed on those who drive or lead animals on the wrong side of the road, enter prohibited roads, prohibited areas, or enter the roadway reserved for motor vehicles. Allowing animals to walk on the road does not ensure safety for people and vehicles participating in traffic. In addition, if a person who grazes or leads animals on the road does not comply with the above regulations and unfortunately causes an accident to a traffic participant leading to death, he or she may be prosecuted for criminal liability for involuntary manslaughter. At the same time, they must bear civil liability according to regulations. |

Although the law has specific provisions on administrative penalties for those who graze cattle and obstruct traffic, the authorities have not yet taken drastic action, while people still "carelessly" let their cattle and buffalo roam freely on the national highway.
