Decline in "gray matter" in party cells

Answering and clarifying many issues of concern to the inspection team, Secretary of the Town Party Committee Luong Thi Hanh stated: The current requirement is to improve leadership capacity and fighting strength, but in reality this issue is posing difficulties in Party cells.

Because the number of union members and young people are busy working in the economy, it is difficult to create a source for developing young party members; the number of party members who are retired cadres and civil servants in the area do not transfer their records to party activities, causing a decline in "brainpower" in party cells.

Concluding the inspection at Tan Lac town, comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council emphasized: The requirement to build a comprehensively strong foundation includes being strong in politics, economy, culture - society, national defense - security; when all tasks are comprehensively strong, it will meet the conditions of safety, mastery, and combat readiness.

Therefore, in the coming time, the Party Committee and the government need to more clearly define the direction in socio-economic development, focusing on key points, while promoting poverty reduction more quickly and sustainably. The town also needs to have high determination in building a civilized urban area, creating a developed urban face, otherwise it is easy to fall behind the communes that are focusing on building new rural areas.

The town also needs to take care of resolving petitions, promptly handling urgent and inappropriate issues in the area, promoting people's mastery, ensuring conditions for building safe, mastery-ready bases.

The district and grassroots also pay attention to strengthening the political system from commune to village, ensuring effective operation; focusing on fighting crime and social evils.

The movement for the whole people to protect national security was organized in coordination, integrating many organizations and activities. The district also clearly identified 9 communes and 121 key hamlets in terms of security and order to focus on directing; strengthening measures to strictly manage drug addicts. In the district, there are 318 addicts, of which 42 are in centralized rehabilitation and 32 are in community rehabilitation.

Citizen complaints and denunciations are focused on through expanding and strengthening dialogue, limiting petitions that go beyond the level. The handling of some complicated cases from previous years, especially deforestation for charcoal burning, is focused, with some cases being prosecuted criminally and some officials being disciplined; maintaining political stability, security and social order and safety.

The district has built 4 ATLC - SSCĐ clusters throughout the district and improved the quality of cluster activities, ensuring the set requirements.

However, according to comrade Lang Van Chien - Secretary of the District Party Committee, Head of the Steering Committee for building the ATLC - SSCĐ facility in Quy Chau district, economic development in the area is still facing difficulties, the model is fragmented, small-scale, and the consumption of agricultural products is difficult.

Comrade Lang Van Chien also admitted that the quality of the staff, especially at the grassroots level, is still limited and inadequate; affecting the quality of Party activities, especially in the Party cells. In the district, there are still potential complications in political security, social order and safety related to the difficult management of illegal workers in Laos and China with hundreds of people; illegal religious activities, proselytizing; disputes, encroachment, encroachment between communes, forced evictions...

Concluding the inspection, head of the inspection team Hoang Viet Duong suggested that the district focus on reviewing and comprehensively evaluating the implementation of political tasks in 2017, on that basis clearly defining the development orientation in 2018, ensuring positivity, high determination, creating a higher economic growth rate in the district; researching and developing specialized resolutions with driving force in socio-economic development, national defense - security, Party building, and a strong political system.
