On the morning of August 19th, National Assembly Chairman Nguyen Sinh Hung attended and chaired the first meeting of the Steering Committee for the development of the project on the process, procedures, and methods for conducting confidence votes for those holding positions elected or approved by the National Assembly and People's Councils.

In his address at the conference, National Assembly Chairman Nguyen Sinh Hung emphasized that the development of a plan outlining the procedures and methods for conducting confidence votes for officials elected or approved by the National Assembly and People's Councils is extremely necessary to implement Central Resolution 4 on "Some urgent issues concerning Party building today."

In addition, the Speaker of the National Assembly also emphasized that the Project was developed to advise and assist the National Assembly and People's Councils in finding solutions to overcome the limitations and shortcomings in the confidence vote process, contributing to the implementation of the provisions of the Constitution and the law on confidence votes for those holding positions elected or approved by the National Assembly and People's Councils.

The Chairman of the National Assembly stated that the development of the Project is also consistent with the requirements outlined in Resolution No. 27/2012/QH13 on some improvements and innovations to enhance the quality and effectiveness of the National Assembly's operations, which assigned the Standing Committee of the National Assembly to develop regulations on votes of confidence for those holding positions elected or approved by the National Assembly, to be submitted to the National Assembly at its 4th Session at the end of 2012.

The objective of the Project is to facilitate National Assembly deputies and People's Council deputies, on behalf of their constituents, to evaluate and express their confidence in individuals elected or approved by the National Assembly and People's Councils in fulfilling their assigned responsibilities and duties. This will enhance the accountability of these individuals to the National Assembly and People's Councils in particular, and to the entire electorate in general.

The draft plan outlining the process, procedures, and methods for conducting confidence votes for officials elected or approved by the National Assembly and People's Councils is based on the principles of ensuring democracy, objectivity, fairness, transparency, rigor, prudence, and legal basis; while also preventing the misuse of confidence votes to hinder personnel management.

The plan also proposes options for the Steering Committee to decide on matters such as the subjects to be subject to the confidence vote; the authority to conduct the confidence vote; the criteria for evaluating and expressing confidence; the timing of the confidence vote; the process and procedures for conducting the confidence vote, casting the vote, and announcing the results.
