On the morning of August 19, National Assembly Chairman Nguyen Sinh Hung attended and directed the first meeting of the Steering Committee to develop a project on processes, procedures, and methods for taking a vote of confidence for people holding positions elected or approved by the National Assembly and People's Councils.

Speaking at the Conference, National Assembly Chairman Nguyen Sinh Hung emphasized that the development of a project on the process, procedures, and methods for taking a vote of confidence for people holding positions elected or approved by the National Assembly and People's Councils is extremely necessary to implement Resolution 4 of the Central Committee "Some urgent issues on Party building at present."

Along with that, the National Assembly Chairman also emphasized that the Project was built to advise and help the National Assembly and People's Councils find solutions to overcome limitations and shortcomings in the process of voting for confidence, contributing to the implementation of the provisions of the Constitution and the law on voting for confidence for people holding positions elected or approved by the National Assembly and People's Councils.

The National Assembly Chairman said that the development of the Project is also consistent with the requirements stated in Resolution No. 27/2012/QH13 on a number of improvements and innovations to improve the quality and efficiency of the National Assembly's operations, in which the National Assembly Standing Committee is assigned to develop the Regulation on voting of confidence and taking votes of confidence for those holding positions elected or approved by the National Assembly to be submitted to the National Assembly at the 4th Session at the end of 2012.

The objective of the Project is to create favorable conditions for National Assembly deputies and People's Council deputies to, on behalf of voters, evaluate and express their trust in those elected or approved by the National Assembly or People's Council in performing their assigned duties and tasks, thereby enhancing the responsibility of these people before the National Assembly, People's Council in particular and voters nationwide in general.

The Draft Project on the process, procedures, and methods of taking a vote of confidence for people holding positions elected or approved by the National Assembly and People's Councils is carried out on the principles of ensuring democracy, objectivity, fairness, transparency, strictness, prudence, and legal basis; at the same time, preventing the abuse of taking a vote of confidence to cause difficulties in the implementation of personnel work.

The project also proposes options for the Steering Committee to decide on contents such as subjects to be put forward for a vote of confidence; authority to take a vote of confidence; criteria for evaluating and demonstrating confidence; time to organize a vote of confidence; process and procedures for taking a vote of confidence, voting for confidence and announcing the results of the vote of confidence./.
