New subsidy policy regulations for frontline workers

The Prime Minister has just issued a Decision regulating the one-time subsidy regime, health insurance regime, funeral allowance and granting of "Certificates" for frontline laborers participating in the resistance war against France, against the US, the war to protect the Fatherland and performing international duties.

Accordingly, the subjects to which the above policy applies are those mobilized and centrally managed by the Administrative Committee or People's Committee at the commune level or higher, or by competent agencies or units, and assigned to perform combat service tasks for military units or to serve battlefields, during the following time and locations:

1- The frontline laborers participated in the resistance war against France from September 1945 to July 20, 1954; participated in the resistance war against America from July 20, 1954 to April 30, 1975. The area of ​​duty was nationwide and in Laos and Cambodia.

2- Frontline laborers participated in the war to protect the Fatherland at the southwestern border from May 1975 to January 7, 1979, at the northern border from February 1979 to December 1988, performed international duties in Laos from May 1975 to December 31, 1988, and in Cambodia from January 1979 to August 31, 1989.

The areas where the mission of defending the Fatherland is carried out are border districts and districts adjacent to border districts that have the requirement to serve and ensure combat missions.

3- For some special areas, the participation time of frontline laborers may be calculated earlier or later than the above time as prescribed by the Minister of National Defense.

If the above subjects fall into one of the following cases, they are not subject to the application of the following regimes and policies:

1- Currently enjoying monthly pension, disability benefits, sick leave benefits, and benefits for resistance fighters infected with toxic chemicals, or working in a state agency or state-owned enterprise receiving a salary from the state budget and participating in compulsory social insurance.

2- Deceased but no longer has a wife or husband; biological father, biological mother; biological children, adopted children or legal guardians.

3- Currently serving a fixed-term prison sentence or life imprisonment; or a person convicted of one of the crimes against national security.

4- Illegal exit, illegal residence abroad or declared missing by the court; or evasion of duty, surrender, betrayal, or repatriation.

Subjects who meet all conditions are entitled to a one-time subsidy, health insurance and funeral allowance.

*One-time subsidy from 2 - 3.5 million VND

According to regulations, the one-time subsidy level is determined according to the actual time of direct participation in the frontline labor force (in case of participation in the frontline labor force in different periods or interruptions, it will be accumulated).

Specifically: Under 1 year, the subsidy is 2 million VND; from 1 year to under 2 years, the subsidy is 2,700 thousand VND; from 2 years or more, the subsidy is 3,500 thousand VND.

The deceased person, one of the following relatives of the deceased person is entitled to a one-time subsidy at the corresponding unified level mentioned above: Wife or husband; biological father, biological mother; biological child, adopted child or legal guardian.

The Decision stipulates that people who have not yet enjoyed health insurance benefits shall enjoy health insurance benefits similar to those specified in Point d, Clause 3, Article 12 of the Law on Health Insurance (amended and supplemented in 2014).

Upon death, the person in charge of the funeral is entitled to funeral allowance at the level prescribed by the law on social insurance.

People participating in the frontline militia are granted a "Certificate" of participation in the frontline militia./.
