Lieutenant General Nguyen Quoc Thuoc, former member of the Party Central Committee and former National Assembly delegate, said that in fact, over the past many years, we have achieved certain results in personnel work, many cadres have truly matured from practice, marking many achievements in localities and units.
However, besides the achieved results, there are also many cases that have caused public outrage, especially for disciplined officials or those who were transferred for too short a time and then transferred to other places to become leaders, especially in cases of transfer where the previous officials had committed violations.
A typical example is the case of Trinh Xuan Thanh, despite many violations at PVC, he was later transferred to the Ministry of Industry and Trade. Although he was not in the rotation plan, not on the rotation list, and not on the rotation and transfer list of cadres of the Politburo and the Secretariat, Trinh Xuan Thanh was later transferred to Hau Giang to hold the position of Vice Chairman of the Provincial People's Committee, causing public outrage.
Lieutenant General Nguyen Quoc Thuoc said that cadres who are disciplined must be educated, trained, inspected, and monitored by the organization in that place to see if there is real change before they can be considered for transfer to another place. Cadres who have just been disciplined for a short time, have not been trained, have not made efforts, and the organization has not seen any progress, but are transferred, promoted, and appointed, which is unreasonable.
“There are many cases where people are disciplined in one place but then move to another place, even promoted to a higher position than their previous position, making the public very upset. The purpose of rotation is to train cadres, so that they can gain practical experience, be trained, and improve their qualifications, especially their responsibility in management and leadership, thereby assigning them higher and more difficult tasks. Therefore, the Politburo's regulations on cadre rotation this time with such specific criteria and procedures are completely correct,” said Mr. Nguyen Quoc Thuoc.
The former National Assembly delegate also said that the rotation of cadres must have a specific plan and a roadmap for step-by-step implementation; there must be a synchronous and unified mechanism and policy to create an environment and conditions for rotated cadres to promote their capacity, strengths, expertise, practice, and accumulate practical experience; at the same time, there must be regulations for management and supervision of rotated cadres.
The consideration and arrangement of cadres after rotation must be based on task requirements, practical situations; results of political task implementation of the locality, agency, unit associated with personal responsibility of rotated cadres and comments and evaluation of cadres.
According to regulations, the rotation position applies to cadres who have held the position of head for 2 consecutive terms and cadres who are rotated to implement policies that are not local people, when rotated, they are mainly arranged as heads; for young cadres rotated for training and practice, they are mainly arranged as deputies; other cases are considered and decided by competent authorities. The rotation period is at least 3 years for a position (except for concurrent positions).
Prevent the situation of moving to another place before it is warm enough
According to Lieutenant General Nguyen Quoc Thuoc, in the past, there were schools that returned to their localities for 6-7 months, just to get the title of going to the local area to be appointed to a higher position. The rotation in the form of withdrawing to another place before warming up in one place caused instability in the organization, disrupted the direction and development of the locality, and also made the purpose of the rotation not be achieved as expected.
The rigid regulation of a rotation period of at least 3 years is both to give cadres time to demonstrate their mettle and leadership management capacity, and to allow the organization and the collective to evaluate and recognize whether the source cadre's efforts are good or not in order to continue receiving new tasks.
“The most important thing is to choose people to rotate, the purpose is to train and test whether that cadre works well or not. But there are also people who have worked for 2 years but the effectiveness is clearly seen, so whether to withdraw that person before the term or not depends on the requirements and evaluation of the Politburo and superiors to use the cadre more effectively” – Lieutenant General Nguyen Quoc Thuoc said.
