Regulations on eligibility criteria for attending advanced political theory courses.
The Central Organizing Committee has just issued a document guiding the implementation of political theory training and education for leading and managerial cadres at all levels.

This document was issued in accordance with Conclusion No. 57-KL/TW, dated March 8, 2013, of the Secretariat of the Central Committee on "continuing to promote the training and fostering of political theory for leading and managerial cadres at all levels," based on agreement with the Ho Chi Minh National Academy of Politics and Public Administration and relevant agencies, as stated in document No. 4741 - CV/BTCTW.
According to the document, the individuals selected to attend advanced political and administrative theory courses include two groups of officials. Specifically, the first group consists of department heads, deputy department heads, and equivalent positions or higher in ministries, agencies, organizations, and Party committees directly under the Central Committee; provincial and city Party committee members; heads and deputy heads of provincial and city departments, agencies, and organizations or higher; key officials at the district level (Secretaries, Deputy Secretaries, Chairmen of People's Councils, Chairmen of People's Committees) and equivalent positions; and officials slated for these positions.
The second group of officials includes heads and deputy heads of departments and equivalent positions in ministries, agencies, organizations, and Party committees directly under the Central Committee; heads of departments and equivalent positions in provincial and city departments, agencies, and organizations; district-level Party committee members, Vice Chairmen of People's Councils, Vice Chairmen of People's Committees at the district level and equivalent positions; heads of departments, agencies, and organizations at the district level and equivalent positions; and officials who have been nominated for the aforementioned positions.
The Central Organizing Committee's guidance document also stipulates the standards for cadres sent to advanced political and administrative theory courses. Accordingly, those eligible to attend advanced political theory courses must be members of the Communist Party of Vietnam and hold a university degree or higher from the Vietnamese national education system or from abroad. Regarding age, for the part-time program, cadres holding positions within the group of eligible cadres must be 40 years old or older for men and 35 years old or older for women; for the full-time program, cadres holding positions within the group of eligible cadres must be under 40 years old for men and under 35 years old for women.
In addition to the general standards above, the Central Organizing Committee also issued some specific regulations for each particular case.
Accordingly, leading and managerial officials belonging to the group of officials eligible to attend advanced political theory courses, currently working for 3 years or more in mountainous areas, remote areas, areas with special difficulties, border districts, islands, and units and positions with special requirements, if they do not have a university degree, must have a vocational or college degree in their field and a diploma in intermediate-level political theory and administration or intermediate-level political theory.
Leading and managerial cadres belonging to the group of cadres eligible for advanced political theory training who have been working for three years or more in mountainous areas, remote areas, areas with special difficulties, border districts, islands, and units and positions with special requirements, are given priority to study in the part-time program at a age five years younger than the general age standard. Religious dignitaries who require advanced political and administrative theory training may study at regional academies, based on a proposal from the Party Committee directly under the Central Committee and with the written approval of the Central Organization Department.
Regarding the organization of advanced political theory training, the Central Organization Department stipulates that the first group of cadres will be trained at the Ho Chi Minh National Academy of Politics and Public Administration; the second group of cadres will be trained at the regional academies of the Ho Chi Minh National Academy of Politics and Public Administration. The number of students per class: Full-time classes will not exceed 50 students/class, and part-time classes will not exceed 110 students/class.
The process for reviewing and evaluating cadres attending advanced political and administrative theory courses, both full-time and part-time, at the Academy system since 2013 has been as follows: Party committees, agencies, and units nominate cadres based on assigned quotas and prepare dossiers for the nominated cadres according to regulations. The Academy Center and regional academies, according to their respective levels of authority, review the dossiers, compile lists of students for each class that meet the eligibility criteria (using the attached form), and forward the lists to the assigned evaluation agency, namely the Central Organization Department and the Ho Chi Minh National Academy of Politics and Administration.
The list of trainees, verified by the Central Organizing Committee and the Academy Center, is the official list used by the Academy Center and regional academies to call trainees for enrollment and serves as the basis for considering graduation for trainees.
The Central Organizing Committee conducts inspections, supervision, and surveys of the training and professional development of cadres at the Academy Center, regional academies, and related units in accordance with regulations.
Annually, Party committees, agencies, and units prepare training and development plans and submit them to the Central Organization Department in August for compilation and development of training and development plans for the following year.
