These days, parents everywhere are preparing their children to enter the new school year with great excitement and enthusiasm, but in Quynh Tan commune, the third children were refused admission by the school, making the people very indignant.

Ms. Dau Thi Dong in Hamlet 13, Quynh Tan Commune is one of the cases that the school refused to admit her because of "broken plans". She said that her family has 4 children, the youngest daughter named Ho Thi Ngoc is 4 years old this year. She registered her child to go to school since November last year. However, recently, she received information that the school does not consider third children. With that information, Ms. Dong was very worried, every day she took her child to school to apply for admission.

Ms. Dau Thi Dong was upset because the school did not accept Ho Thi Ngoc (4 years old), the fourth child, into the class.

“I think the regulation of not considering children who have a third child is unreasonable. Children born at school age have the right to go to school. If there are not enough classrooms and arrangements for children to go to school, the school must explain to the parents, right?”, Ms. Dong said indignantly.

In addition to the regulation that children who have a third child are not allowed to attend school, the school also has a rule that children who turn 3 years old, even if it is the first child, must draw lots. There are 3 lots with the following contents: 1- Study at the boarding kindergarten; 2- Study at the separate school in hamlet 10; and 3- See you next year.

Many families with 3-year-old children who drew the “See you next year” lottery had to keep their children home. Ms. Le Thi Lieu in Hamlet 12 said: “There has never been a year with such a strange regulation as this school year. Last year, all 3-year-old children entered school normally.”

Discussing this issue, Mr. Ho Minh Mau - Chairman of Quynh Tan Commune People's Committee said that the kindergarten is divided into 4 clusters, with 17 main classrooms. According to the estimate, the total number of children aged 3-5 this school year is 1,024. The school's facilities cannot meet the demand even though each class has 35-38 children (according to regulations, only 30 children). Up to today (August 23), there are still 61 children (of which: 33 are 3 years old and 28 are third children) in Quynh Tan Commune who have not been admitted because the classrooms are overloaded.

"For 4-5 year old children, 100% are now enrolled in school. The school's decision to not accept third children is a spontaneous decision," Mr. Mau added.
