New regulations of the Politburo on authority and organization of provincial and municipal party committees

On behalf of the Politburo, Standing member of the Secretariat Tran Cam Tu has just signed and issued Regulation 305 on the functions, tasks, and organizational structure of provincial and municipal Party Committees directly under the Central Government.

According to Regulation 305, the provincial Party Committee is a Party Committee directly under the Party Central Committee, under the comprehensive leadership and direction of the Party Central Committee, directly and regularly under the Politburo and the Secretariat.

The provincial Party Committee has the function of leading and directing directly and comprehensively at the provincial level; leading and directing agencies and organizations of the provincial political system and subordinate Party Committees and organizations according to the provisions of the Party Charter and regulations and instructions of the Central Committee.

In addition, the provincial Party Committee leads the Party Committee to properly implement the Party's guidelines and policies, the State's policies and laws, and resolutions of the provincial Party Congress; propose and recommend to the Party Central Committee, the Politburo, and the Secretariat issues related to the Central Committee's leadership and direction for the locality.

Regarding the organization and staffing, Regulation 305 clearly states the number and structure of executive committee members, standing committee members, secretaries, deputy secretaries, and inspection committee members in accordance with the regulations and instructions of the Central Committee. The orientation of the standing committee structure is in accordance with the regulations of the Politburo in the directive on Party congresses at all levels towards the National Congress of the Party each term.

Provincial Party Committees establish specialized advisory and support agencies and public service units: Office, Organization Committee, Inspection Committee, Propaganda and Mass Mobilization Committee, Internal Affairs Committee, Political School, press and radio and television agencies of provincial and municipal Party Committees; staffing of leaders, civil servants and public employees of specialized advisory and support agencies and public service units of provincial Party Committees.

Duties and powers of provincial Party committees

According to Regulation 305, the provincial Party Committee shall lead the concretization of policies and measures to implement the resolutions of the provincial Party Congress, policies and resolutions of the Central Committee; decide on the working program and the inspection and supervision program for the entire term; decide on policies and solutions on building, managing, and arranging the apparatus and staffing under its authority; and lead the innovation and consolidation of the apparatus of the political system.

At the same time, the provincial Party Committee decides to establish, merge, separate, dissolve, and consolidate Party organizations, agencies, and affiliated units, and decides to transfer and receive Party organizations according to its authority and according to regulations and instructions from higher levels.

Provincial Party Committees lead and give opinions on planning and adjusting administrative boundaries, carry out procedures for establishing, dissolving, merging, separating, adjusting boundaries, and renaming administrative units according to policies of higher levels and regulations of law; comprehensively lead personnel work, manage staff, and implement personnel policies.

Based on the regulations and instructions of the Central Committee, the provincial Party Committee discusses and decides on the number of members of the Standing Committee and members of the Inspection Committee; considers, introduces and proposes the appointment of members of the Party Executive Committee, members of the Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman, Deputy Chairman of the Inspection Committee and the positions of Chairman of the People's Council and Chairman of the People's Committee at the provincial level; leads the election of deputies to the People's Council at the commune and provincial levels and National Assembly deputies in the locality.

Provincial Party Committees lead, direct and organize the implementation of Party inspection, supervision and discipline tasks, internal affairs, the fight against corruption, waste, negativity, preventing and repelling ideological, moral and lifestyle degradation, manifestations of "self-evolution" and "self-transformation" within the Party...

In addition, the provincial Party Committee gives guidelines on strategic, major, important, and sensitive issues regarding socio-economics, budget, issuance of local bonds, national defense, security, key programs and projects on investment in production and business development, foreign economic relations, etc.; and carries out other tasks assigned by the Party Central Committee, the Politburo, and the Secretariat.
