New regulations of the Politburo on criteria for evaluating cadres
The framework of standards for positions of officials under the management of the Central Executive Committee, Politburo, and Secretariat specifically stipulates five general standards.

Regulation 214 of the Politburo on the framework of standards for titles and criteria for evaluating cadres under the management of the Central Executive Committee, Politburo, and Secretariat was signed and issued by General Secretary and President Nguyen Phu Trong.
This regulation replaces Regulation No. 90-QD/TW dated August 4, 2017 of the Politburo on title standards and evaluation criteria for cadres under the management of the Central Executive Committee, Politburo and Secretariat.
Five standards for cadre titles
The framework of standards for positions of officials under the management of the Central Executive Committee, Politburo, and Secretariat specifically stipulates five general standards.
Accordingly,political, ideological: Absolutely loyal to the interests of the Party, the nation and the people; steadfast in Marxism-Leninism, Ho Chi Minh thought, the goals of national independence and socialism, and the Party's renewal policy.
Have a firm political stance, viewpoint, and mettle; resolutely protect the Party's ideological foundation, Platform, policies, the Constitution and laws of the State; fight against erroneous and hostile viewpoints.
Have a deep and ardent patriotism; always put the interests of the Party, nation, people above the interests of the industry, locality, agency and individual; be ready to sacrifice for the revolutionary cause of the Party, for the independence and freedom of the Fatherland, for the happiness of the people.
Absolutely comply with the organization's assignment, work with peace of mind. Maintain strict discipline in speaking according to the Party's principles and regulations.
About ethics and lifestyle:Exemplary in moral qualities; honest, modest, sincere, pure, simple, tolerant; diligent, frugal, upright, fair, and impartial. Not ambitious for power, enthusiastic and highly responsible for work; a center of solidarity, exemplary in all aspects.
No corruption, waste, opportunism, or profiteering; resolutely fight to prevent and repel the degradation of political ideology, morality, and lifestyle, manifestations of "self-evolution" and "self-transformation" within the organization, bureaucracy, corruption, negativity, waste, authoritarianism, and group interests; absolutely no profiteering and no allowing relatives and acquaintances to take advantage of their positions and powers for personal gain.
Strictly implement the Party's organizational and disciplinary principles, especially the principles of democratic centralism, self-criticism and criticism; properly and fully exercise one's powers and responsibilities and strictly direct the implementation of principles, regulations, statutes and procedures on personnel work; resolutely fight against manifestations and actions that violate the Party and State's regulations on personnel work.
About level:University degree or higher; bachelor's or advanced political theory; state management at senior expert level or equivalent; appropriate foreign language and computer skills.
About capacity and reputation:Having objective, comprehensive, dialectical, historical viewpoints, innovative thinking, strategic vision; scientific working methods; political acumen; having the capacity to concretize and effectively lead, direct, and organize the implementation of the Party's guidelines, policies, and the State's laws; having the capacity to summarize practices, research theories, analyze, and forecast well.
Grasp the general situation and have a comprehensive understanding of the field, area, locality, agency, and unit assigned to manage and be in charge of. Timely grasp opportunities and chances; detect contradictions, challenges, new problems, difficulties, limitations, and weaknesses in practice; proactively propose feasible and effective tasks and solutions.
Dynamic, creative, diligent, hard-working, daring to think, daring to do, daring to take responsibility; having high political determination, taking drastic actions, daring to face difficulties and challenges; saying what you do; having outstanding achievements, results and specific "products" that contribute significantly to promoting the development of the industry, locality, agency, unit; closely attached to the people and serving the people.
Being the nucleus that gathers and promotes the combined strength of the political system; highly trusted and credited by cadres, party members, and the masses.
Health, age and experience:Healthy enough to perform the duties; ensure the age for appointment and nomination according to Party regulations. Experienced and completed well the responsibilities and tasks of the leadership and key management positions at the direct subordinate level; have a lot of practical experience.
The regulation clearly states the specific title standards for: Members of the Central Executive Committee; Members of the Politburo, Secretariat; General Secretary; President; Prime Minister; Chairman of the National Assembly; Standing member of the Secretariat; Head of the Central Party Committee, Chairman of the Central Inspection Committee, Chief of the Central Party Office; Chairman of the Central Committee of the Vietnam Fatherland Front; Vice President; Vice Chairman of the National Assembly; Deputy Prime Minister; Positions of central party agencies; Positions of the National Assembly agencies; Positions of the Government agencies, the President's Office; Positions of judicial agencies; Positions of the Central Fatherland Front and socio-political organizations; Positions of party committees directly under the Central Government; Positions of centrally-run provinces and cities.
For some special cases where title standards are applied when appointing and introducing candidates, the Regulation clearly states: Officials who are transferred or rotated from other places do not necessarily have to meet the standard of "having experienced key leadership and management positions at the direct subordinate level."
Officials appointed to hold equivalent positions or concurrently hold other positions do not necessarily have to fully meet the standards for equivalent positions or concurrent positions.
Cadres working in the armed forces, public service units, and state-owned enterprises when appointed or nominated for election do not necessarily have to meet the standards of "state management of senior expert level."
When considering, appointing, and introducing candidates for new positions not included in this regulation, general standards shall be applied and standards for equivalent positions with similar positions and characteristics shall be applied.
Two groups of criteria for evaluating staff
The framework of criteria for evaluating cadres under the management of the Central Executive Committee, Politburo, and Secretariat clearly stipulates the Group of criteria on politics, ideology; ethics, lifestyle; working style and manners; sense of organization and discipline; and the Group of criteria on the results of performing assigned duties and tasks.
For the Criteria Group on politics, ideology; ethics, lifestyle; working style and manners; sense of organization and discipline, The regulation clearly states: Politics and ideology: Seriously and effectively implement the Party's guidelines, policies and regulations, the State's policies and laws, and the Party's organizational and disciplinary principles, especially the principles of democratic centralism, self-criticism and criticism; Have a firm political viewpoint and ideology; be steadfast in stance; do not waver in the face of difficulties and challenges; Put the interests of the nation and the collective above personal interests; Actively study and fully participate in studying Marxism-Leninism, Ho Chi Minh's thought, the Party's directives and resolutions, political activities and update new knowledge.
Ethics and lifestyle: No corruption, bureaucracy, opportunism, or profiteering; no signs of moral degradation, lifestyle, "self-evolution," "self-transformation"; Have an honest, modest, sincere, pure, and simple lifestyle; Have a spirit of solidarity, construction, and exemplary behavior, and love for comrades and colleagues; Do not take advantage of others and do not let relatives and acquaintances take advantage of their positions and powers for personal gain.
Working style and manners: Enthusiastic, dedicated, responsible, dynamic, creative, decisive, flexible in performing assigned tasks; Having a scientific, democratic, decisive, and principled working method; Having a spirit of cooperation, guidance, and assistance to comrades and colleagues.
Sense of organization and discipline: Strictly comply with regulations, rules, and internal rules of the locality, agency, and unit where you work; Comply with the organization's assignments and work with peace of mind; Declare and publicize assets and income in accordance with regulations; Report fully and honestly to superiors; Provide accurate, timely, and objective information.
For the Criteria Group on the results of performing assigned duties and tasks, the general criteria are: Actively, proactively and effectively implement Party building, build a clean and strong political system. Direct effective implementation of administrative reform, prevent and combat corruption and waste at localities, agencies and units;
Thoroughly grasp, concretize and effectively implement the Party's guidelines and policies, the State's policies and laws at the locality, agency and unit; Timely and effectively lead, direct, organize inspections, supervisions; summarize, draw experiences and organize the implementation of the Party's guidelines and policies, the State's policies and laws;
Pay attention to fully and promptly taking care of the material and spiritual life of cadres, party members and workers; Closely and effectively coordinate and coordinate between the Party Committee and the leadership, creating solidarity and unity in the locality, agency and unit; Develop and well implement the annual action program of the individual so that the Party cell can give comments and inspect and supervise the implementation.
Regarding specific criteria for each group of cadre positions, there are specific regulations for: leaders and managers of Party advisory agencies; leaders and managers of state administrative agencies; leaders and managers in elected agencies; leaders of the Fatherland Front and socio-political organizations; leaders and managers of the armed forces; leaders and managers of people's courts; leaders and managers of people's procuracies.
Regarding implementation, the Regulation clearly states: The Secretariat directs the Central Organizing Committee, the Government Party Committee, the National Assembly Party Delegation and relevant agencies to specify the standards for cadre positions and criteria for evaluating cadres under the Central management as stated in this regulation to closely match the characteristics, conditions and practices of localities, agencies and units.
The National Assembly Party Delegation and the Government Party Committee lead and direct the review, amendment and supplementation of relevant current legal provisions to ensure compliance with the regulations of the Politburo.
The Central Organizing Committee shall preside over and coordinate with relevant agencies to guide, monitor, inspect and urge the implementation; at the same time, based on the general standards and relevant regulations of the Party and State, guide the standards for cadre positions under the management of the Politburo and the Secretariat that are not included in this regulation.
