New regulations of Nghe An Provincial Party Committee on decentralization of management and appointment, introduction of candidates
(Baonghean.vn) - To concretize the new regulations of the Central Committee on personnel work and to suit the practical situation of building the Party's leadership team in the current period, on July 9, 2020, the Standing Committee of Nghe An Provincial Party Committee issued Regulation No. 3703-QD/TU on decentralization of personnel management and appointment and introduction of candidates.

This regulation replaces Regulation No. 3288-QD/TU, dated December 30, 2019 of the Provincial Party Committee Standing Committee, which includes a number of new points that are changes towards strong decentralization in personnel management and implementation of personnel work procedures for positions at the district level, including: Member of the Standing Committee of the district, city, town Party Committee and the grassroots Party Committee directly under the Provincial Party Committee; Vice Chairman of the People's Council, People's Committee of the district, city, town.
Accordingly, when it is necessary to supplement vacant personnel, the Standing Committees of district, city, town Party Committees and Party Committees directly under the Provincial Party Committee will proactively carry out the personnel introduction process in 5 steps.(no need to ask for policy). After selecting the personnel, prepare a report and send it with the documents to the Provincial Party Committee's Organizing Committee for appraisal. The Provincial Party Committee's Organizing Committee presides over and coordinates with the Inspection Committee, the Provincial Party Committee's Internal Affairs Committee, and relevant agencies to appraise the personnel and respond in writing to the Standing Committees of the district, city, town Party Committees, and Party Committees directly under the Provincial Party Committee to conduct the election, then report the results to the Provincial Party Committee's Standing Committee for approval - for members of the Party Committee's Standing Committee; to the Provincial People's Council Standing Committee for approval - for the position of Vice Chairman of the People's Council; to the Provincial People's Committee Chairman for approval - for the position of Vice Chairman of the People's Committee.
In case relevant agencies have different opinions, the Provincial Party Committee's Organizing Committee will synthesize and report to the Standing Committee of the Provincial Party Committee for consideration and decision before issuing documents for the Standing Committees of district, city, town Party Committees and Party Committees directly under the Provincial Party Committee to implement according to regulations.
Decentralizing management to the Standing Committees of Party Committees at district, city, town levels, and Party Committees directly under the Provincial Party Committee will ensure consistency in all stages of personnel work, from comments, assessments, planning, training to appointments, nominations, etc. (avoiding the current inappropriate situation: the Standing Committee of the Provincial Party Committee decides on appointments, but the comments, assessments, planning, etc. are made by the Standing Committees of Party Committees at district level).,At the same time, attach greater responsibility to district-level Party committees when considering and selecting personnel.
The decentralization of management to the Standing Committee of the district-level Party Committee still requires the appraisal opinions of the Provincial Party Committee's committees and relevant agencies on specific personnel before the election and approval according to regulations. In case of different opinions, it must be reported to the Standing Committee of the Provincial Party Committee for consideration and comments. When it is necessary to transfer and appoint members of the Standing Committee of the district-level Party Committee and Vice Chairmen of the district-level People's Committee to strengthen the grassroots and train cadres for the province, the authority is still considered and decided by the Standing Committee of the Provincial Party Committee (as stipulated in Chapter XI on transfer and secondment of cadres).
