The government has just issued a Decree.Decree No. 47/2013/ND-CPamending and supplementing certain articles of Decree No.Decree No. 82/2011/ND-CPGovernment Decree dated September 16, 2011, stipulates the execution of death sentences by lethal injection.

According to the DecreeDecree No. 82/2011/ND-CPThe injectable drugs used for executions include: an anesthetic (sodium thiopental); a drug to paralyze the nervous system and muscles (pancuronium bromide); and a drug to stop the heart (potassium chloride).

The above regulations have been amended and supplemented by Decree 47/2013/ND-CP, specifically: The injectable drugs used for carrying out the death penalty consist of three types: drugs that induce unconsciousness; drugs that paralyze the motor system; and drugs that stop the heart's activity.

One dose consists of the three medications mentioned above and is for one person.

The handover of medicines must be documented in a handover and receipt record; they must be sealed and strictly managed in accordance with the law.

The Ministry of Health is responsible for ensuring the supply of drugs for use in carrying out death sentences according to the annual drug procurement plan of the Ministry of Public Security and the Ministry of National Defense; providing guidance on the storage and use of drugs used for carrying out death sentences; and presiding over and coordinating with the Ministry of Public Security and the Ministry of National Defense to issue the list and dosage of drugs for use in carrying out death sentences.

This Decree takes effect from June 27, 2013.
