New regulations on university degrees

"Students will receive their diplomas 30 days after the decision to recognize their university graduation is issued...". The new regulation has just been issued by the Ministry of Education and Training.

According to the regulations on management of junior high school diplomas, high school diplomas, university education diplomas and certificates of the national education system - the Ministry prints blank junior high school diplomas, high school diplomas, continuing education certificates and national defense and security education certificates according to the quantity registered by the competent authorities granting diplomas and certificates.

Autonomous higher education institutions print university diplomas and certificates of the national education system (except for national defense and security education certificates), and are responsible for managing the diploma and certificate fonts according to regulations of the Minister of Education and Training.

Recently, spelling mistakes have appeared on some university diplomas. According to the new regulations, universities are autonomous in printing university diplomas.

From December 1 to 31 every year, higher education institutions that print their own diplomas and certificates are responsible for reporting to the Ministry and the agency directly managing the process of implementing enrollment targets, printing and using diplomas and certificates, and at the same time publicly announcing on the educational institution's reporting website.

The authority to grant diplomas is stipulated as follows: Junior high school diplomas are granted by the head of the Department of Education and Training of districts, towns, cities under the province. High school diplomas are granted by the director of the Department of Education and Training.

University and master's degrees are granted by university presidents and academy directors; doctoral degrees are granted by university presidents, academy directors, and directors of scientific research institutes authorized to train at doctoral level...

Diplomas and certificates are granted to learners within the following time limits: 75 days from the date of the decision to recognize secondary school and high school graduation; 30 days from the date of the decision to recognize university graduation; 30 days from the date of the decision to recognize graduation and grant master's degrees, recognize academic degrees and grant doctoral degrees.
