New regulations on issuing citizen identification cards by the Ministry of Public Security.
(Baonghean.vn) - The Ministry of Public Security has just issued Circular 59/2021 detailing the procedures for revoking identity cards (CMND) when exchanging them for chip-embedded citizen identity cards (CCCD).
Citizens are not required to provide a confirmation of their ID card number.
The Ministry of Public Security has just issued Circular 59/2021 detailing the implementation of the Law on Citizen Identification Cards (CCCD) and Decree No. 137/2015 (amended by Decree 37/2021). The Circular will take effect from July 1st.
According to Circular 59, individuals who have already been issued a Citizen Identification Card (CCCD) or birth certificate containing a personal identification number can use this information to conduct transactions with agencies, organizations, and individuals.

Specifically, the QR code on the electronic chip-embedded citizen identification card stores information about the citizen's citizen identification number and national identity card number.
"Agencies, organizations, and individuals can verify citizens' information regarding their Citizen Identification Card (CCCD) and Citizen Identity Card (CMND) numbers by scanning QR codes; citizens are not required to provide written confirmation of their CMND or CCCD numbers," the Ministry of Public Security noted.
The Ministry of Public Security is aware of the issue that many people have been concerned about recently, as they worry that when they get a chip-embedded citizen identification card, the identification number will be different from their previous ID card number. They therefore need additional documentation confirming these two numbers, otherwise they may encounter problems in future transactions.
Therefore, with the new regulations from the Ministry of Public Security, the new Citizen Identification Card will integrate the old National Identity Card number, which will help people conduct transactions more conveniently and avoid having to obtain additional documents.
Specifically, for cases where the QR code on the new Citizen Identification Card (CCCD) does not contain information about the old Citizen Identification Card number, the Ministry of Public Security requires the police agency receiving the CCCD application to issue a confirmation document of the old Citizen Identification Card number to the citizen upon request.
If a citizen's old ID card or citizen identification card number is not found in the national population database, the police will request the citizen to provide the original or a copy of their old ID card or citizen identification card (if available).
The latest regulations from the Ministry of Public Security on the procedures for issuing, exchanging, and reissuing chip-embedded citizen identification cards.
Specifically, Circular 59 also stipulates that citizens can register for a certificate confirming their ID card number or Citizen Identification Card number on the National Public Service Portal or the Ministry of Public Security's Public Service Portal at any police agency that receives applications for Citizen Identification Cards.
Specifically, Article 10 of the Circular states that citizens can directly go to the competent police agency in their place of permanent or temporary residence to request the issuance, exchange, or re-issuance of their Citizen Identity Card.
The resolution results will be updated and announced on the National Public Service Portal and the Ministry of Public Security's Public Service Portal.
According to information from the Ministry of Public Security, in cases where citizens request the issuance, exchange, or re-issuance of a Citizen Identification Card through the National Public Service Portal or the Ministry of Public Security's Public Service Portal, citizens should select the service and check their information in the National Population Database.
"If the information is accurate, register the time and location where you wish to request the issuance of the Citizen Identification Card. The system will automatically forward the citizen's request to the police agency where the citizen made the request," the Ministry of Public Security stated.
According to Circular 59, the Ministry of Public Security has noted two new points:the firstCitizens can now go to any authorized police agency (including temporary residence) to apply for a Citizen Identification Card, without being required to return to their permanent residence as before.

Regarding the procedures for issuing, exchanging, and reissuing citizen identification cards, the Ministry of Public Security stipulates six basic steps.The firstCitizens can go to the competent police agency in their place of permanent or temporary residence to request the issuance, exchange, or re-issuance of a Citizen Identification Card (CCCD).

"In cases where citizens register to have their Citizen Identity Cards delivered to their requested address, the police will compile a list, coordinate with the delivery service provider to carry out the delivery, and citizens must pay the fee as prescribed," the Ministry of Public Security stated.
Old ID cards will be confiscated when switching to citizen identification cards starting July 1st.
According to Circular 59/2021, authorities will collect the currently used ID card when citizens apply to switch from the old ID card to the new Citizen Identification Card (Clause 3, Article 11).
"Citizen ID cards and Citizen Identification Cards currently in use will be collected in cases where citizens are undergoing procedures to switch from ID cards to Citizen Identification Cards or to exchange Citizen Identification Cards," Clause 3, Article 11 of Circular 59 stipulates.
Accordingly, from July 1, 2021, all old ID cards and barcode-based citizen identification cards will be collected when people apply to换 to chip-based citizen identification cards, instead of being cut at the corner and returned to the people as before.

According to current regulations, when converting from the old ID card to the new Citizen Identification Card, only the old ID card will be revoked if it is damaged, peeling, or illegible (photo, ID number, and text).
When citizens apply to switch from 9-digit or 12-digit ID cards to Citizen Identification Cards (CCCD), the receiving officer proceeds as follows: For 9-digit ID cards, if the ID card is still legible (photo, ID number, and text), a receipt for the CCCD will be issued along with the uncut ID card for the citizen to use while waiting for the CCCD card to be issued.
When returning the Citizen Identification Card (CCCD), the receiving officer requests the citizen to submit the CCCD card collection appointment slip along with the old ID card (CMND). The officer then proceeds to cut off the upper right corner of the front of the old ID card, with each side of the right angle measuring 2cm. This is recorded in the file, and the cut-cornered old ID card is returned to the person receiving the CCCD card. If the citizen requests the CCCD card to be delivered to a specified address, the CCCD management agency that received the application will cut off the corner and return the cut-cornered old ID card immediately after receiving the citizen's application.
If the 9-digit ID card is damaged, peeling, or unclear (photo, ID number, and text), the card will be collected and destroyed, recorded in the file, and a Certificate of Confirmation of ID Number will be issued.
For 12-digit National Identity Cards: If the 12-digit National Identity Card is still legible (photo, ID number, and text), a receipt for the Citizen Identification Card will be issued along with the uncut National Identity Card to the citizen for use while waiting for the Citizen Identification Card to be issued.
When returning the Citizen Identification Card (CCCD), the officer receiving the application will request the citizen to submit the appointment slip for CCCD collection along with the old ID card (CMND). The officer will then proceed to cut off the upper right corner of the front of the old ID card, with each side of the right angle measuring 1.5 cm. This will be recorded in the file, and the cut-corner ID card will be returned to the citizen. In cases where the 12-digit ID card is damaged, peeling, or unclear (photo, ID number, and text), the card will be collected and destroyed, recorded in the file, and a Certificate of Confirmation of ID Number will be issued.
