New regulations on financial autonomy mechanism of public service units
The Government issued Decree No. 60/2021/ND-CP stipulating the financial autonomy mechanism of public service units (SNCL) to overcome the limitations in Decree No. 16/2015/ND-CP.

Specifically, regarding financial resources, Decree No. 16/2015/ND-CP stipulates the financial resources of SNCL units in the direction of synthesizing all resources, without clearly separating revenue from activities performing political tasks assigned by the State and service business activities.
To overcome the above limitations, Decree No. 60/2021/ND-CP supplements specific regulations on financial resources of SNCL units in the direction of clearly separating revenue sources. Specifically, revenue sources from public service activities include:
- Revenue from public service activities;
- Revenue from production and business activities; joint ventures and associations with organizations and individuals in accordance with the provisions of law and with projects approved by competent authorities in accordance with the functions and tasks of the public service unit;
- Revenue from leasing public assets: The unit must fully comply with legal regulations on management and use of public assets and must have its public asset leasing project approved by a competent authority.
To ensure consistency and general consistency in the distribution of results from joint venture and association activities of SNCL units, Decree 60/2021/ND-CP supplements regulations on autonomy in joint venture and association activities.
