(Baonghean.vn) - The Politburo has just issued Regulation No. 50-QD/TW on personnel planning, which clearly states the principles, standards, conditions, ages and personnel planning processes.

5 principles in staff planning

Ensure that the Party unifies leadership over personnel work and manages the contingent of cadres; strictly implements the principle of democratic centralism, Party regulations, and State laws; ensures strictness, synchronization, connectivity, publicity, and transparency in personnel planning work.

Promote decentralization and delegation of power on the basis of promoting the responsibility of Party committees, Party organizations, collective leadership and heads of agencies and units, along with strengthening inspection and supervision in personnel planning work.

Focus on quality, ensure balance, harmony, rationality, and connectivity between stages in personnel work; between planning and training and fostering; between assessment and planning, mobilization, rotation, appointment, and use of cadres; between planned cadres and incumbent cadres; between provincial-level cadres and localities, areas, and fields of work; between on-site cadres and cadres from other places. Strive to plan according to the three-age structure, the proportion of young cadres, female cadres, and ethnic minority cadres appropriate to the locality and field of work.

Planning for Party committees at all levels must be linked with planning for leadership and management; planning for Party committee positions must be used as the basis for planning for leadership and management positions; planning for lower levels must be used as the basis for planning for higher levels; closely linking planning for cadres of localities, agencies and units in the political system with planning for key cadres at the provincial level.

Only plan for higher positions, each leadership and management position plans no more than three cadres, one cadre plans no more than three positions at the same level. Do not carry out planning at the same time as proposing appointments and introducing cadres to run for election.

Planning age

Cadres planned for the next term must be old enough to have worked for 2 terms or more, and must have completed at least 1 of the next term (60 months). When reviewing and supplementing the annual planning for the current term, cadres included in the planning must be old enough to have worked for at least 72 months or more.

For planning the next term: The positions of Party committees, leaders of Party committees, Party committees, agencies, and inspection committees are at the time of holding Party congresses at all levels; the positions of leaders and managers of state agencies are at the time of electing National Assembly deputies and People's Council deputies at all levels; the positions of leaders of the Fatherland Front and socio-political organizations are at the time of congresses at all levels of each organization.

For planning review and supplementation: This is the time when the competent organization and personnel advisory agency receives the submission and personnel records according to regulations.

The standards for planning cadres are basically the same as the appointment standards for positions according to current regulations. At the time of planning, the competent authority can consider and approve the planning for cadres who basically meet the standards and conditions of the appointed position according to regulations.

Coefficients, quantity and structure

The planning coefficient of Party committees, standing committees of Party committees and inspection committees at all levels is from 1.0 to 1.5 times the prescribed number.

Number of planning leadership and management positions: Each planning position has no more than three officers and one planning officer has no more than three positions at the same level.

Regarding structure: Strive to structure and plan the proportion of Party committees at all levels in the direction of: Young cadres (under 45 years old for the Central level; under 40 years old for the provincial and district levels) from 15% or more, female cadres from 25% or more; the proportion of ethnic minority cadres is appropriate for each locality and field. For the district level and equivalent or higher, there must be female cadres in the planning of Party committee, leadership and management positions.

Hierarchical human resource planning process

For the process of building a staff plan for the next term from local human resources, 5 steps are carried out, including: Building an implementation plan and preparing the expected staff source to discover and introduce the plan; Organizing a collective leadership conference (first time);Organize a conference of key officials to collect opinions on discovering and introducing planning sources (by secret ballot);Organize an expanded collective leadership conference; Organize a collective leadership conference (2nd time)

Based on the structure, quantity, standards, conditions, subjects, age, ratio of young cadres, female cadres, and ethnic minority cadres according to regulations; at the same time, based on the situation of the cadre team, the political task requirements of the province and the results of personnel introduction in steps 3 and 4, the collective leadership will discuss and vote to introduce personnel (by secret ballot) to include in the planning list.

Principles of selection and introduction: Selected and introduced personnel must have an approval rate of at least 50% compared to the total number of people summoned and taken from top to bottom to reach the required number according to regulations.

In case there are 2 or more people with equal votes of over 50%, the matter will be assigned to the head to consider and decide on personnel selection.
