New regulations on collection levels and library management regime in the province

(Baonghean.vn) - On the afternoon of November 6, the Provincial People's Committee held a meeting to listen to and give opinions on the draft Resolution of the Provincial People's Council on the regulations on collection levels and library management regime in the province.

Attending the meeting were the Provincial People's Council's Culture and Social Committee, representatives of the Department of Finance, Justice, and the Provincial People's Committee Office. Mr. Ho Mau Thanh - Member of the Provincial Party Committee, Director of the Department of Culture, Sports and Tourism chaired.

At the meeting, the representative of the Department of Culture, Sports and Tourism reported on the draft regulations on collection levels and management of library fees, stating that up to now, the province has not issued specific regulations on library fee levels for implementation. Libraries in the province are issuing reader cards (borrowing and reading documents) at the fee levels established by the units themselves on the basis of partially covering the costs of service work. On January 2, 2014, the Ministry of Finance issued Circular No. 02/2014/TT-BTC guiding on fees and charges under the decision-making authority of the Provincial People's Council, in which Clause 12, Article 1 stipulates library fees.

Overview of the meeting.

Therefore, it is necessary to issue regulations on library fees to ensure a legal basis for libraries to collect fees in accordance with regulations. At the same time, it serves as a basis for strengthening state management and transparency for readers.

Accordingly, the subjects of library fees include organizations and individuals who need to read or borrow library materials for study, research, work and entertainment. Fees are exempted for people with severe disabilities according to regulations. Library fees are reduced by 50% for the following cases: subjects who are entitled to preferential policies on cultural enjoyment according to regulations.

Collection level and collection management regime: For provincial libraries: Borrowing card fee, document reading card fee for adult readers (16 years old and above): 40 thousand VND/card/year; Borrowing card fee, document reading card fee for children readers (under 16 years old): 20 thousand VND/card/year; Fee for using multimedia reading room, rare document reading room and other special reading rooms: 100 thousand VND/card/year.

For city, district and town libraries, the fee is 50% of that for provincial libraries.

Most of the members attending the meeting agreed with the content drafted by the Department of Culture, Sports and Tourism. Some of the comments were edited by the Department of Culture, Sports and Tourism to make the document suitable for submission to the Provincial People's Committee before November 29 to submit to the Provincial People's Council in the upcoming regular meeting./.
