New regulations on procedures for secondment of civil servants and public employees
(Baonghean.vn) - On July 13, 2023, the Ministry of Home Affairs issued Decision 507/QD-BNV on announcing procedures for secondment of civil servants and public employees.

Pursuant to the Law on Cadres and Civil Servants; Law on Public Employees; Decree No. 138/2020/ND-CP dated November 27, 2020 of the Government regulating the recruitment, use and management of civil servants; Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government regulating the recruitment, use and management of public employees, the Ministry of Home Affairs issued Decision 507 on promulgating procedures for secondment of civil servants and public employees.
In order of implementation:
For civil servants, the head of the agency or organization assigned or decentralized to manage civil servants at the place where the civil servant works and the place where he/she is seconded must have written exchanges and consensus. The head of the agency or organization where the civil servant is working shall decide according to his/her authority or submit to the competent authority for decision according to the decentralized management.
Before deciding to second a civil servant, the head of the agency or organization assigned or decentralized to manage the civil servant must meet with the civil servant to clearly state the purpose and necessity of the secondment to listen to the civil servant's suggestions before deciding according to his/her authority or reporting to the competent authority for consideration and decision.
