According to the new regulations, the requirement that candidates be proficient in one of five foreign languages (English, German, Russian, French, or Chinese) for the title of Professor has been removed.
The Ministry of Education and Training stated that this does not mean abolishing the foreign language requirement for professorship titles, but rather that candidates are no longer required to be proficient in one of five foreign languages: English, German, French, Russian, or Chinese.
Therefore, the foreign language requirement stipulates that candidates must be proficient in at least one foreign language relevant to their professional work and be able to communicate in English.
Regarding the types of scientific works that can be converted into equivalents (including published scientific articles; published books for educational purposes; approved scientific research programs and projects, etc.), the new Circular adds the requirement that the content of these converted scientific works must be relevant to the scientific field in which the candidate is applying to be considered for recognition as a professor or associate professor.
According to the regulations, candidates who are lecturers on the payroll of a higher education institution must have at least 12 points from their scientific works, including: at least 3 points from the last three years prior to the application deadline; at least 6 points from published scientific articles; and at least 3 points from the compilation of published books for training purposes, of which at least 1.5 points are from the compilation of textbooks and/or monographs.
In addition, the Circular also stipulates that candidates from the Arts and Sports fields must have at least one monograph written independently and one textbook in which they are both the chief editor and a co-author.
According to the new regulations on training seniority, for candidates who are lecturers on the payroll of higher education institutions, training seniority is the time spent on educational and teaching duties at the university level or higher at higher education institutions. In each academic year, if the candidate fulfills their duties as stipulated in the regulations on working hours for lecturers, they will be credited with 1 training seniority.
For candidates applying for the title of Professor, the required teaching experience is 190 standard hours, and for candidates applying for the title of Associate Professor, it is 170 standard hours. Of these, at least 50% must be direct classroom teaching hours.
The results of the assessment for recognition of Professor and Associate Professor titles must be publicly announced.
After at least 7 working days of public announcement, the Chairman of the Institutional Council for Professor Titles submits a report on the results to the State Council for Professor Titles and notifies the competent governing body managing the candidates.
