(Baonghean.vn) - This is one of the outstanding new points in Resolution No. 18-NQ/TW on "continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a developed country with high income".

On the morning of July 21, the Party Central Committee Secretariat held a national in-person and online conference to study and disseminate Resolution of the 13th Party Central Committee, Session 5.

In Nghe An, the conference was held online at 632 locations with 15,401 delegates attending. FUNDAMENTALLY SOLVING LONG-LASTING PROBLEMS RELATED TO LAND MANAGEMENT AND USE

At the conference, Comrade Pham Minh Chinh - Politburo member, Prime Minister delivered a speech on Resolution No. 18-NQ/TW, dated June 16, 2022 on "continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a high-income developed country".

Accordingly, the Prime Minister has analyzed and clarified the fundamental factors that form the basis for building and perfecting land institutions; the urgency to continue innovating and perfecting institutions and policies, improving the effectiveness and efficiency of land management and use, stemming from the urgent need to liberate and promote land resources and the political and practical bases.

Prime Minister Pham Minh Chinh also clarified the viewpoint and goals of continuing to innovate and improve institutions and policies on land. Accordingly, the Resolution affirms the Party's consistent viewpoint on land: Land belongs to the entire people, with the State representing the owner and uniformly managing it.

The new point of this Resolution is to clarify the role of the State as the representative of the owner and the content and meaning of the regime of public ownership of land; at the same time, it sets out new requirements for publicity, transparency and accountability in land recovery.

At the same time, the Resolution emphasizes the viewpoint: The State unifies land management according to the national territory, in terms of area, quality, economic value, culture, society, national defense, security, and environment; reasonably assigns tasks among central state agencies, at the same time, there is appropriate and effective decentralization and delegation of power to localities and strengthens inspection, supervision, control, and handling of violations. This is a content with many new points, supplements, and clarifies land management including both area and quality; at the same time, decentralization is clearer among levels.

In addition to the general objective, the Resolution has set specific objectives for 2025 and 2030, including the objective of completing the amendment of the 2013 Land Law and a number of related laws, ensuring consistency and unity. Accordingly, the Government is expected to submit the draft of the amended 2013 Land Law at the 4th session of the 15th National Assembly.

The Resolution also sets out six major tasks and solutions, including: Unifying awareness among cadres, party members and people on land management and use in a socialist-oriented market economy; Perfecting institutions and policies on land management and use in sync with the institutions for developing a socialist-oriented market economy; Promoting administrative reform, digital transformation and improving state management capacity on land.

Innovate and strengthen inspection, examination, supervision and handling of violations; resolve disputes, complaints and denunciations related to land; tighten discipline, prevent and combat corruption and negativity; Focus on fundamentally resolving limitations, shortcomings and long-standing problems related to land management and use; Strengthen the leadership of the Party, promote the role of the Vietnam Fatherland Front; socio-political organizations and people in land management and use.

In particular, for the group of solutions to perfect institutions and policies on land management and use in sync with the institutions for developing a socialist-oriented market economy, there are 8 extremely important contents related to the following contents: Innovation and improvement of the quality of planning and land use planning; land allocation, land lease, change of land use purpose; compensation, support, resettlement, land recovery; land price determination mechanism; land price determination, land financial mechanism; real estate market development; perfecting mechanisms and policies on agricultural land management and use; multi-purpose land use regime.

In particular, regarding the mechanism for determining land prices, the new breakthrough point of this Resolution is to remove the land price framework, while at the same time requiring a mechanism and method for determining land prices according to market principles.

The central government develops criteria and procedures for inspecting and supervising localities in the development of land price lists. Provincial People's Councils decide, inspect and supervise the implementation of land prices.

Complete regulations such as: Public land prices, mandatory transactions through trading floors, payment through banks, no cash; strictly handle violations.

Regarding land price determination and land financial mechanism, the outstanding new point of this Resolution is to propose a policy to prescribe higher tax rates for people using large areas of land, many houses, land speculation, slow land use, abandoned land and to have a reasonable and effective mechanism to regulate revenue from land use fees and land rents between the Central and local levels.

"ECOLOGICAL AGRICULTURE, MODERN RURAL AREA, CIVILIZED FARMERS"

Next, Comrade Tran Tuan Anh - Member of the Politburo, Head of the Central Economic Commission, conveyed the topic of Resolution No. 19-NQ/TW dated June 16, 2022 on agriculture, farmers, and rural areas to 2030, with a vision to 2045, on contents such as: situation, achievements, and limitations after 15 years of implementing Resolution No. 26-NQ/TW, dated August 5, 2008, the 7th Conference of the Party Central Committee (10th tenure) on agriculture, farmers, and rural areas.

Resolution No. 19 sets out 5 development perspectives in the direction of "ecological agriculture, modern countryside, civilized farmers" with the goals and visions of: Farmers have increasingly high material and spiritual life; Agriculture develops rapidly and sustainably; Rural areas develop comprehensively.

The Resolution sets out 9 main groups of tasks and solutions: Enhancing the role, position, and capacity to master, comprehensively improving the material and spiritual life of farmers and rural residents; Developing effective and sustainable agriculture in an ecological direction, applying advanced science and technology, improving quality and added value; Strongly developing industry and services, shifting economic structure, creating on-site jobs for rural workers.

Building rural areas in a modern direction associated with urbanization; Perfecting institutions and policies on agriculture, farmers and rural areas; Creating breakthroughs in research, application of science and technology, innovation, digital transformation; training human resources in agriculture and rural areas; Managing resources, protecting the rural environment, improving the ability to adapt to climate change, preventing and combating natural disasters; Proactively integrating and cooperating internationally, expanding markets, attracting resources and promoting the transfer of science and technology; Strengthening the leadership of the Party, improving the effectiveness and efficiency of State management, promoting the role of the Vietnam Fatherland Front, the Farmers' Association and socio-political and socio-professional organizations in rural areas.

With the above solutions, the Resolution sets a vision for 2045: Civilized farmers and rural residents, comprehensive development, high income. Ecological agriculture, large-scale commodity production, high added value, closely linked to domestic and foreign markets, modern agricultural processing and preservation industry, exporting many types of agricultural products that are among the world's leading. Modern countryside, with living conditions close to urban areas, green, clean, beautiful living environment, rich in national cultural identity; national defense, security, order, and social safety are firmly guaranteed.
