Regulations on title standards, evaluation criteria, and classification of cadres under the management of the Provincial Party Committee
(Baonghean.vn) - A very important new point is that Regulation No. 3702-QD/TU has set out the requirements for the time of participation in the standing committee of the Party Committee and the executive committee of the Party Committee at all levels; requiring cadres to have held key positions at lower levels before being appointed or elected to key positions at all levels.
In order to concretize Regulation No. 214-QD/TW, dated January 2, 2020 of the Politburo on the framework of standards for titles and criteria for evaluating cadres under the management of the Central Executive Committee, the Politburo, and the Secretariat; based on the practical situation of cadre work in the province, on July 9, 2020, the Standing Committee of Nghe An Provincial Party Committee issued Regulation No. 3702-QD/TU on the standards for titles, criteria for evaluating and classifying cadres under the management of the Standing Committee of the Provincial Party Committee (Regulation No. 3702-QD/TU) to replace Regulation No. 3289-QD/TU, dated December 30, 2019 of the Standing Committee of the Provincial Party Committee. Compared with Regulation No. 3289-QD/TU, Regulation No. 3702-QD/TU has a number of new points as follows:
Regarding general standards, Regulation No. 3702-QD/TU has revised and summarized the general standards on qualifications for all positions in the Regulation (not divided into groups on qualifications as in the old regulation), specifically:University degree or higher; bachelor's or advanced political theory; state management at the level of senior specialist or equivalent; appropriate foreign language and computer skills.
Regarding the system of positions, compared to the old Regulation, 03 leadership positions at the district level (vice chairman of the People's Committee, vice chairman of the People's Council, member of the Standing Committee of the District Party Committee) have been introduced due to the implementation of Regulation No. 3703-QD/TU, dated July 9, 2020 of the Provincial Party Committee Standing Committee on decentralization of cadre management and appointment, introduction of candidates, these 03 positions have been decentralized to the Standing Committee of the District Party Committee for management; at the same time, 03 positions have been added: Secretary, Deputy Secretary of the Party Committee of the provincial agencies, the provincial enterprises; Member of the Provincial Party Committee's Inspection Committee.

A very important new point is that Regulation No. 3702-QD/TU has set out the requirements for the time of participation in the standing committee of the Party Committee, the executive committee of the Party Committee at all levels; requiring cadres to have held key positions at lower levels before being appointed or elected to key positions at all levels. This content both inherits and concretizes Regulation No. 214-QD/TW but is also a requirement of the practical situation of the province's cadre work, regarding the rotation of cadres in the province. The Regulation clearly states:
- Key positions at the provincial level: secretary, deputy secretary, chairman of the People's Committee, chairman of the People's Council (in addition to the contents specified in Regulation No. 214-QD/TW) and the position of member of the Standing Committee of the Provincial Party Committee must have participated in the Provincial Party Executive Committee for at least 02 years (24 months) and have experience holding one of the key leadership positions at the district level (secretary, deputy secretary, chairman of the People's Council, chairman of the People's Committee).
- Key positions at the district level (secretary, deputy secretary, chairman of the People's Committee, chairman of the People's Council) must have participated in the Standing Committee of the District Party Committee for at least 02 years (24 months) and have experience holding one of the key positions at the commune level (secretary, deputy secretary, chairman of the People's Council, chairman of the People's Committee); the district Party Committee secretary must have experienced and successfully completed the task of deputy secretary of the district Party Committee.
- The positions of Vice Chairman of the Provincial People's Council and Vice Chairman of the Provincial People's Council (if not participating in the Standing Committee of the Provincial Party Committee) are not required to have held one of the key positions at the district level, but only require at least 02 years (24 months) of participation in the Provincial Party Executive Committee.
In addition, the Regulations state a number of special cases in which title standards are applied when appointing and recommending candidates, such as: Cadres who are transferred or rotated from other places do not necessarily have to meet the standard of "having held key leadership and management positions at the direct subordinate level"; Cadres who are appointed to hold equivalent positions or concurrently hold other positions do not necessarily have to fully meet the standards of equivalent titles or concurrent positions; Cadres currently working in the armed forces, public service units, and state-owned enterprises when appointed or introduced for candidacy do not necessarily have to ensure the standards of "state management of the main specialist level"; when considering, appointing, and introducing cadres to run for new positions not yet included in this Regulation, the general standards shall apply and apply the standards of equivalent positions with similar positions and nature; for the district level, before this Regulation takes effect, comrades who have held the positions of Standing Committee Member, Vice Chairman of the People's Council, Vice Chairman of the People's Committee at the district level do not necessarily have to have gone through key grassroots positions when considered for appointment to key positions at the district level (secretary, deputy secretary, chairman of the People's Council, chairman of the People's Committee); The positions of leadership and management cadres in agencies and units under the Central vertical sector shall comply with the regulations of the Central vertical sector; special cases shall be considered and decided by the Provincial Party Executive Committee.
