In terms of function,Provincial Party Committee's Propaganda Departmentlis the advisory and support agency of the Provincial Party Committee, directly and regularly serving the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee on Party building work in the fields of politics, ideology, ethics, propaganda, political theory, information, press, publishing, public opinion, culture, arts, Party history, and fields of science and education; is the standing agency of the steering committees to protect the Party's ideological foundation, fight against erroneous and hostile viewpoints; foreign information work; is the specialized and professional agency for propaganda work of the Provincial Party Committee.

The Provincial Party Committee's Propaganda Department has the following tasks:
1. Research, propose and implement
Research, monitor, and synthesize the ideological situation among cadres, party members, and the people; public opinion; plots, tricks, wrong, hostile, and anti-Party, State, and regime viewpoints; forecast possible political and ideological developments and trends. Timely report and make recommendations to the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee on directions, tasks, contents, and solutions.
Evaluate the implementation, research, propose projects, resolutions, decisions, directives, regulations, statutes, mechanisms, policies, and solutions in the field of propaganda and education issued and implemented by the Provincial Party Committee and the Standing Committee of the Provincial Party Committee; collect and compile the history of the Provincial Party Committee.
Directing the content: Teaching Marxist-Leninist theory and Ho Chi Minh's thought in the education system and local socio-political organizations; organizing propaganda, education and implementing the study and following of Ho Chi Minh's thought, morality and lifestyle; educating Party history and local history, promoting the revolutionary tradition of the locality and the country. Organizing research, propaganda and dissemination of resolutions, decisions, directives, conclusions, regulations and rules of the Party.
Research, advise the Provincial Party Committee, the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee to direct, orient, guide, inspect, and supervise the political, ideological, and ethical aspects of the activities of information, propaganda, press, publishing, cultural, artistic agencies, literary and artistic associations, and local journalist associations to ensure that their activities comply with the Party's guidelines and policies, and the State's laws. When necessary, preside over or coordinate the inspection of political and ideological viewpoints of literary, artistic, press, and publishing works... within the scope of responsibility.

2. Guidance, inspection, supervision
Guide the organization of research, propaganda, dissemination, inspection and supervision of the study and dissemination of resolutions, decisions, directives, conclusions, regulations and rules of the Party. The Provincial Party Committee's Inspection Committee advises and assists the Provincial Party Committee and the Provincial Party Committee's Standing Committee in developing and implementing annual inspection and supervision programs and plans in the field of propaganda.
The Provincial Party Committee Office assists the Provincial Party Committee and the Provincial Party Committee Standing Committee in monitoring, inspecting, and supervising the implementation of the Working Regulations of the Provincial Party Committee and the Provincial Party Committee Standing Committee.
For agencies that are members of the steering committees, the Provincial Party Committee's Propaganda Department is the standing agency in implementing tasks.
