The limit on agricultural land use is understood as the maximum area of ​​agricultural land that land users are allowed to use according to the provisions of land law.

Currently, there are two types of agricultural land quotas: agricultural land allocation quotas and agricultural land use right transfer quotas.

Article 177 of the 2024 Land Law, effective from January 1, 2025, stipulates the limit for receiving transfer of agricultural land use rights of individuals as follows:

1. The limit for receiving the transfer of agricultural land use rights of an individual shall not exceed 15 times the limit for agricultural land allocation of an individual for each type of land specified in Clauses 1, 2 and 3, Article 176 of this Law.

2. The determination of the limit for receiving the transfer of agricultural land use rights prescribed in Clause 1 of this Article must be based on the following factors:

a) Land conditions and production technology;

b) Shift in labor force, economic structure; urbanization process.

3. The People's Committee at the provincial level, based on the provisions in Clause 1 and Clause 2 of this Article, shall prescribe the limit for receiving the transfer of agricultural land use rights of individuals in accordance with the specific conditions of the locality.

Thus, the 2024 Land Law allows the expansion of the limit for receiving the transfer of agricultural land use rights of individuals to no more than 15 times instead of 10 times as stipulated in the 2013 Land Law.
