Article 81The Law on Road Traffic Order and Safety 2024 stipulates thedetect, receive and process traffic accident reportsas follows:
1. When agencies, organizations and individuals discover a road traffic accident, they must immediately report it to the nearest police agency, medical facility or People's Committee.
2. Upon receiving a report of a road traffic accident, the police agency must immediately organize forces to go to the scene to implement the measures prescribed in Clause 3, Article 76 of this Law and other measures to resolve the road traffic accident in accordance with the provisions of law.

3. Medical examination and treatment facilities providing initial emergency care to road traffic accident victims are responsible for immediately reporting to the nearest police agency; and conducting tests for alcohol, drug or other stimulant concentrations in the blood of road traffic drivers. For medical examination and treatment facilities that are not qualified to conduct testing, they must take preserved blood samples and transfer the blood samples to testing facilities in accordance with regulations.
4. The nearest People's Committee upon receiving a report of a road traffic accident must inform the competent police agency for resolution.
5. Insurance companies for people, vehicles, and property involved in road traffic accidents, upon receiving a report of a road traffic accident, must send a person directly or authorize a representative of the company to go to the scene to coordinate with the unit handling the road traffic accident.
6. The Minister of Public Security shall detail Clause 2 of this Article.
