Regulations on citizens' right to supervise land management and use
Mr. Nguyen Van Toan, residing in Yen Thanh district, asked how the 2024 Land Law stipulates citizens' right to supervise land management and use? What does supervision include?

Article 231Land Law 2024 stipulates citizens' supervision of land management and use.as follows:
1. Citizens, by themselves or through representative organizations, exercise the right to monitor, reflect, request and recommend competent authorities to handle violations in land management and use.
2. Supervision, reflection, request and recommendation must ensure objectivity, honesty and compliance with the law; the right to supervision must not be abused to make complaints and denunciations that are not in accordance with the law and cause social disorder; and one must be responsible before the law for the accuracy of the information one reflects.

3. Contents of citizen supervision in land management and use include:
a) Establishment, adjustment, public announcement and implementation of land use planning and plans;
b) Land allocation, land lease, permission to change land use purpose;
c) Land acquisition, compensation, support and resettlement;
d) Registration of land and assets attached to land, issuance of Certificates of land use rights, Certificates of house ownership and land use rights, Certificates of house ownership, Certificates of construction ownership, Certificates of land use rights, house ownership and other assets attached to land, Certificates of land use rights and ownership of assets attached to land;
d) Collection, exemption and reduction of land use fees, land rents, and land-related taxes; land valuation;
e) Implementation of administrative procedures related to the rights and obligations of land users.
4. Forms of citizen supervision in land management and use include:
a) Directly exercise the right to supervision through reflection and recommendations to competent agencies and individuals for settlement;
b) Submit petitions to legally recognized representative organizations so that these organizations can conduct supervision.
5. When receiving feedback and recommendations from citizens and organizations representing the people, competent state agencies have the following responsibilities:
a) Organize reception, classification; check, process, and respond in writing according to authority;
b) Transfer the petition to a competent state agency for settlement in cases beyond its jurisdiction;
c) Notify the results to the organizations and individuals who have reflected and recommended.
