The Central Organizing Committee has just issued Instruction No. 28-HD/BTCTW guiding the implementation of the arrangement of organizations, cadres, civil servants, public employees, Party agencies, the Fatherland Front, and socio-political organizations in localities implementing the arrangement of administrative units at district and commune levels.
Accordingly, the number of Party Committee members, Standing Committee members, Deputy Party Committee Secretaries; the number of Party Committee members and Deputy Heads of the newly established Party Committee Inspection Committee are stipulated as follows:
Term 2015 - 2020:The maximum number of Party Committee members, Standing Committee members, and Inspection Committee members of the new Party Committee must not exceed the total number of Party organizations at the same level before the arrangement, minus the number of comrades who have retired, left work, or transferred to other jobs. The maximum number of Deputy Party Secretaries and Deputy Heads of the Inspection Committee of the new Party Committee must not exceed the total number of Party organizations at the same level before the arrangement, minus the number of comrades who have retired, left work, or transferred to other jobs.
Term 2020 - 2025:The number of Party Committee members, Standing Committee members, Deputy Party Committee Secretaries; the number of Party Committee members and Deputy Heads of the Party Committee Inspection Committee of the new Party Committee shall comply with the provisions of Directive No. 35-CT/TW, dated May 30, 2019 of the Politburo and instructions of the Central Committee.
In cases where it is difficult to arrange and assign cadres, the Standing Committee of the immediate superior Party Committee can decide on a larger number based on the cadres' ability to meet the requirements and ensure a suitable structure, but not exceeding the number at the end of the 2015-2020 term minus the number of comrades who have reached retirement age, retired from work, or transferred to other jobs; at the same time, develop a roadmap to reduce the number of Party Committee members, Standing Committee members, and Deputy Secretaries of Party Committees so that no later than 60 months from the effective date of the decision to establish a new Party organization, the number of the above positions must comply with the provisions of Directive No. 35-CT/TW and the Central Committee's instructions.
