Current school network planning has many shortcomings.

The meeting discussed and agreed on the education development plan for the 2018-2019 school year and some contents related to the field of education and training. In particular, the focus was on 3 main contents: Approval of the education and training plan for the 2018-2019 school year; organization of teaching 2 sessions/day at the primary level and security work inside and outside the school.

According to the report of the Department of Education and Training, in the 2017-2018 school year, the whole province merged 2 pairs of small-scale primary schools in Tan Ky and Con Cuong districts, dissolved a kindergarten in Nam Dan, and merged 283 separate schools. However, the merger is still difficult when the situation of temporary and borrowed classrooms still exists with more than 1,200 rooms. In addition, there are nearly 4,000 degraded and damaged level 4 classrooms.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Minh Thong said that these are the current outstanding issues and directly affect the organization of education in schools. With a frank spirit, he requested the meeting to look at the issues objectively, be open-minded and clearly analyze the advantages, limitations and shortcomings. He also requested that during the implementation process, the education sector needs to closely follow the documents and the actual situation.

In order for the network planning work in the coming time to be effectively implemented, ensuring good teaching and learning, the Vice Chairman of the Provincial People's Committee requested the merger to be carried out in the spirit of reducing 10% of the staff and calculating and re-evaluating the surplus teaching staff. He also hoped that the two sectors of Home Affairs and Education would need to develop a plan that is close to reality, increasing the maximum number of students is necessary but paying attention to difficult areas, mountainous areas and having a careful survey.

Regarding teaching 2 sessions/day, through synthesis, currently 98.78% of Nghe An Primary School students have studied 2 sessions/day.(national rate is 71.19%)

Regarding teaching two sessions a day, comrade Le Minh Thong affirmed that this is a correct policy, in line with the people's wishes. However, due to the implementation process, there are still problems in specific areas, so it is necessary to strengthen propaganda and mobilization work.

He also said that, currently, in the context of the province's budget being difficult, the socialization of teaching and learning in two sessions per day is suitable for local conditions. However, it is also necessary to review the implementation process, in line with the spirit of volunteering based on parent registration.

The education sector must also have a full report on the implementation process, the revenue and expenditure for teaching 2 sessions/day on a province-wide scale to accurately assess the effectiveness of implementation. At the same time, advise the province to propose solutions in the coming time to create consensus among the majority of parents. Currently, through a preliminary synthesis, each year the revenue from teaching 2 sessions/day in the whole province is about 200 billion VND.

Regarding school security, he requested that teachers be exemplary. At the same time, he would strengthen inspection and supervision to ensure absolute safety for schools, staff, teachers and students.
