'Suspended' planning, people upset because of pollution
(Baonghean) - The nursery garden of Vinh City Green Park Joint Stock Company in Vinh Phuc block, Hung Phuc ward has been planned, but for many years the above items have been stalled and not implemented, causing frustration among the people.
Vinh City Green Park Joint Stock Company has 2 plots of land in Hung Phuc Ward (Vinh City). The first plot, which used to be the company's nursery, belongs to Binh Phuc block, now has implemented the Hung Phuc Ward Public Primary School project and Yen Binh residential area.

The second lot is also the nursery garden of the Vinh Phuc block company, currently planning to build a park, parking lot, cultural house of the block and dividing the resettlement land for people on Ly Thuong Kiet street. At the land lot in Vinh Phuc block, Hung Phuc ward, although the land has been cleared for many years, the planning has not been implemented, so many people here have used it as a vegetable garden.
Residents reported: “This land has only been cleared halfway, and the Green Park Joint Stock Company still has land for cultivation, so the company sometimes brings waste back for treatment, polluting the environment. The ditch system next to the residential area, with long-standing waste, is clogged, causing water to rise during rainy days, causing flooding.”

Mr. Nguyen Quang Viet - Chairman of Hung Phuc Ward People's Committee affirmed: "All the issues that people have reported are completely accurate and well-founded. During the rainy season, the city conducts mass pruning of trees in the area, the pruned branches will be collected, then transported to nurseries to dry and burn. The reason why the Green Park Joint Stock Company has to collect the branches itself is because the Environmental Sanitation Company does not collect tree branches but only collects household waste.
In addition, the Green Tree Joint Stock Company does not have a treatment system, so it has to treat it by transporting it to nurseries to dry and burn it. This unintentionally leads to pollution of the living environment of the surrounding residential area when the Green Tree Company processes dry branches. As for the ditch system, due to long-term use, it has become clogged, leading to flooding during the rainy season.

In fact, the air pollution caused by the process of treating dry trees and the clogged ditch system is also caused by the unimplemented land planning. The nursery area of the Green Park Joint Stock Company in Vinh Phuc block, Hung Phuc ward is a part of the Ly Thuong Kiet Road Construction project.
Project items include: Dividing low-rise residential areas along planned roads including 97 lots; Building parks and trees; Building drainage ditches; Building parking lots; Building planned roads 10 - 12m wide, synchronous technical infrastructure items according to the plan.
Initially, this area was planned to be invested and built with state budget capital, but in recent times, the city has focused its budget on constructing items of the Vinh Sub-urban Project, so there is a lack of budget to implement the infrastructure of this planning area.

To overcome the difficult budget situation of the province and city and to invest in the construction of Ly Thuong Kiet road, as well as the land in Vinh Phuc block, Hung Phuc ward to be completed and put into operation soon, the project has now been converted into an investment form, specifically according to Decision No. 4071/UBND-CN dated August 23, 2016, the Ly Thuong Kiet road construction project has been approved for investment in the form of a Build - Transfer Contract (BT).
A representative of the Vinh City Investment and Construction Project Management Board said: “The feasibility study report has been submitted to the Department of Construction and the Department is seeking opinions from the city and related departments. After the approval decision is made, the selection of investors will begin. Once the investor is selected, the project will soon begin construction.”
