In 2017, Quy Hop district was assigned to collect 129 billion 400 million VND for the state budget; in the first 9 months of the year, despite implementing many measures, the total revenue only reached 93 billion 341 million VND, equivalent to 72% of the ordinance estimate, equal to 91.3% compared to the same period.
It is expected that the last 3 months of 2017 will have a revenue shortfall compared to the assigned estimate of about 11.4 billion VND, of which the shortfall is from resource tax, VAT, other budget revenues, and registration fees.
According to the Quy Hop District Tax Department, the reason for the high outstanding tax on natural resources in Quy Hop is that in recent years, due to the impact of the global economic crisis, mining activities and stone products could not be sold, so many businesses had to stop operating and were unable to pay tax debts.

At the working session of the 718 interdisciplinary delegation on measures to collect and handle tax arrears in 2017 in Quy Hop, many delegates discussed solutions such as: needing to coordinate with commercial banks and credit institutions to provide and exchange information on account balances;
The Finance and Natural Resources and Environment Departments shall determine the amount of debt for mining rights and land rent of enterprises to handle and make decisions to stop mining and reclaim land in cases of tax arrears, cut off electricity, publicize tax-debt enterprises on mass media and will enforce the assets of enterprises that are unable to pay taxes and deliberately delay paying taxes.
