Quy Hop strives to become a cultural district, strong in economy
(Baonghean) - Striving to become a cultural district of mountainous areas and ethnic minorities is one of the most important goals of Quy Hop district from now until 2020. Many specific programs with drastic solutions have been clearly shown by Quy Hop in the project to implement this important goal in the period of 2016 - 2020. To better understand the steps of Quy Hop, Nghe An Newspaper reporter had an interview with comrade Vo Thi Minh Sinh - Member of the Provincial Party Committee, Secretary of the District Party Committee.
Reporter:Could you tell us about the outstanding achievements of the mountainous district of Quy Hop over the past 15 years of building a cultural district?
Comrade Vo Thi Minh Sinh:After 10 years of implementing the project to build a cultural mountainous district and especially in 4 years of implementing the project to build a cultural mountainous district and ethnic minorities 2011 - 2015, the mountainous district of Quy Hop has really improved.

The highlight is that 13 out of 15 major targets have been achieved and exceeded, such as the number of families recognized as "Cultural Families" for 3 years or more; hamlets, villages, communes, and blocks recognized and maintained the title of meeting cultural standards continuously for 5 years or more; agencies, units, and enterprises meeting cultural standards according to new criteria; hamlets (villages, communes, and blocks) with cultural houses - sports areas.
Ethnic minorities in Quy Hop have unanimously and effectively implemented the movement to eradicate hunger and reduce poverty, mobilized people to intensively cultivate and increase productivity of key crops and livestock, and shifted agricultural structure towards market goods, contributing to shifting economic structure and promoting hunger and poverty reduction in rural areas.

Typically, 5 economic development models have been built: The model of "3 reductions, 3 increases" (ICM) in rice intensive cultivation in Chau Dinh commune; The model of "Application of science and technology using biological mineral foliar fertilizers and Humic Acid compounds in intensive cultivation to increase rice productivity" with a scale of 20 hectares in Chau Thai, Chau Ly, Chau Dinh communes; The model of "Converting some areas of rice that are often drought-stricken, lack water, grow poorly, and have low efficiency to grow crops with higher economic value" with a scale of 20 hectares in Chau Quang, Chau Dinh, Chau Loc, Yen Hop communes; The model of "Growing Morinda officinalis under the forest canopy" in Quy Hop town; The project of "Converting some areas of rice with poor growth due to upstream mineral exploitation activities to grow sugarcane seeds" in Chau Quang commune and replicating a model of "Large rice model field" in Chau Quang commune.

Selected as a locality to build a cultural district, Quy Hop has made great efforts with 100% of hamlets, villages, and blocks in communes and towns having built and supplemented quality village covenants, in accordance with the law, in accordance with the good customs and practices of the homeland and the nation. Registering and actively striving to build a "Cultural Village"; "Cultural Village"; "Cultural Hamlet" according to the criteria of the Ministry of Culture, Sports and Tourism.
Communes that previously met the cultural standards according to the old criteria have registered and continued to build and have been recognized as "Communes meeting new rural cultural standards", typically Nghia Xuan, Dong Hop, Tam Hop, Chau Quang communes. Currently, Quy Hop town has been recognized as "Town meeting urban civilized standards".
The entire political system actively participated, in which cadres, party members, cultural families, cultural communes, hamlets, villages, cultural blocks, cultural agencies and units took the lead in implementing the model.
Reporter:To preserve national cultural identity, what are the things that Quy Hop has paid the most attention to, comrade?
Comrade Vo Thi Minh Sinh:The district has paid special attention to preserving, exploiting and promoting traditional cultural values of ethnic groups such as bringing folk songs into schools, especially Thai and Tho folk songs; maintaining and expanding folk culture club models to preserve, transmit and develop folk songs, folk music and dances of ethnic groups such as: nhuon, xuoi, lam, xap, du du dieng dieng, tap tinh tap tang; khac luong, gongs, and jumping on bamboo poles...

In 2015, the district opened 4 classes to teach Thai language and script for 200 students. A cultural practice that is maintained regularly is wearing ethnic costumes on the first day of the week for students and on holidays, festivals, weddings... for officials, civil servants and people. The district also cares about preserving and developing stilt house architecture among the people, especially the Thai and Tho ethnic groups.
Communes, hamlets and villages with a large proportion of ethnic minorities have built communal and hamlet-level cultural houses in the traditional stilt house architecture such as in the communes of Nam Son, Bac Son, Chau Quang, Chau Dinh, Nghia Xuan, Chau Ly and Chau Cuong. Traditional dishes of the Thai and Tho ethnic groups such as canh ot, canh mon, ho moc, com lam, thit chua, etc. are preserved and promoted in each family and in the community.
In recent years, the district has continued to direct Chau Cuong commune and neighboring communes such as Chau Quang, Chau Thai, Chau Dinh to carry out activities of the Muong Ham Traditional Cultural Festival. Currently, Choong Temple, Chau Ly commune has been recognized by the Provincial People's Committee as a provincial relic and has been granted a license to organize the festival in 2016.
Reporter:Promoting the values achieved in the past 15 years, in the period of 2016-2020, what is the goal of the project to build Quy Hop into a cultural district of mountainous areas and ethnic minorities, comrade?
Comrade Vo Thi Minh Sinh:The district has identified the general objective of the project as Improving the quality of the movement "All people unite to build a cultural life" associated with the new rural construction program; preserving and promoting the cultural values of ethnic minorities. Building Quy Hop district with a stable and developed socio-economic life; rich in mountainous and ethnic minority cultural identity, making Quy Hop the most prosperous mountainous district of Nghe An province.
In particular, some major targets have been set such as: 80% or more of families are recognized as "Cultural Families" for 3 years or more; 75% of hamlets, villages, and blocks are recognized and maintain the title of cultural standards continuously for 5 years or more. 10/20 communes meet new rural standards, striving to have an average of at least 15 hamlets and villages meet new rural standards each year, selecting a roadmap to gradually achieve and complete the targets of 19 new rural criteria.

To achieve that goal, the district will continue to promote the conversion of crops and livestock towards commodity production; invest, encourage and create favorable conditions for households to participate in forms of economic development cooperation, attract investment, create favorable conditions for enterprises and cooperatives to build and expand traditional craft villages such as rattan, bamboo weaving, brocade weaving... in some communes such as Nam Son, Bac Son, Chau Cuong, Chau Quang.
Diversify forms of production and business development activities, attract labor and employment, especially local labor resources, significantly reduce the number of district laborers leaving their hometowns to work far away; increase the income of local people. Disseminate and mobilize people to join hands, focus on promoting new rural construction. Quickly overcome bad customs in organizing funerals, especially among Thai ethnic people.
Promote activities and movements at the grassroots level. Improve the quality and effectiveness of the movements: "All people unite to build a cultural life"; prevent and combat child marriage, prevent crimes; protect social security and order; repay gratitude; humanitarian charity; traffic safety and other cultural and social movements in rural areas.
Quy Hop will continue to carry out the movement of bringing folk songs into schools, especially Thai and Tho folk songs. Maintain and expand the model of folk culture clubs to preserve, transmit and develop folk songs, folk music and folk dances of ethnic groups; establish and organize well the activities of the Thai and Tho folk singing and teaching club at the district level, the gong club of Chau Thai commune, whose members are artisans of the Thai and Tho ethnic groups in the district. Preserve the costumes, languages and writings of ethnic minorities; the architecture of stilt houses of the Thai and Tho ethnic groups, traditional crafts such as brocade weaving, embroidery, weaving, etc.
Survey, plan, build new and restore traditional craft villages in the area. Along with that is the preservation and development of traditional dishes of Thai and Tho people such as: Canh ot, canh mon, ho moc, com lam, thit chua... Direct Chau Cuong commune and neighboring communes such as Chau Quang, Chau Thai, Chau Dinh to well implement the content, programs and activities of the Muong Ham Traditional Cultural Festival periodically every 3 years.
Constructing a number of key historical and cultural works associated with tourism such as: Ban Bia Waterfall (Chau Ly); Bai Tap - Le Loi Relic Stele (Tam Hop); Forest Stream (Dong Hop); Ban Tat Waterfall (Yen Hop); Pun Pang - Nang Ni Cave (Chau Cuong); Muong Dam Eco-tourism Area (Chau Thai); Khe Lanh (town).
