In the first quarter of 2025, Nghe An discovered and handled more than 1,000 cases of counterfeit goods and commercial fraud.
On the afternoon of April 21, the Government Office coordinated with the Standing Office of the National Steering Committee 389 to hold a conference to review the work of the first quarter of 2025 and deploy tasks for the coming time.
The conference was held in both in-person and online formats, chaired by Deputy Prime Minister Bui Thanh Son - Head of the National Steering Committee 389. Also attending were Minister of Industry and Trade Nguyen Hong Dien - Deputy Head of the National Steering Committee 389; and leaders of relevant ministries and branches.

In the first quarter of 2025, the world and regional political and economic situation has many unpredictable fluctuations, the US-China trade war has escalated, negatively affecting the economies of many countries, including Vietnam.
Domestically, although the prices of some commodities such as gasoline and gold in the domestic market fluctuated, in general, the country's economy continued to recover and develop positively. The volume of exported and imported goods, passengers, means of transport exiting, entering and transiting through border gates continued to increase; the supply of food, foodstuffs and essential goods serving people's lives was diverse and stable.

During the quarter, illegal transportation of prohibited goods such as drugs, firecrackers, foreign cigarettes, smuggled goods, goods of unknown origin, counterfeit goods, and poor quality goods such as gasoline, oil, gold, wine, beer, sugar, cosmetics, functional foods, clothes, food, frozen goods, household goods, and essential goods serving people's lives during the Lunar New Year 2025 emerged.

In the first quarter of 2025, units and localities arrested and handled 30,651 violations (down 0.77% over the same period). Of which, the authorities detected and arrested 6,754 cases of trading and transporting prohibited and smuggled goods (up 74.51% over the same period); 22,774 cases of trade fraud and tax fraud (down 11.06% over the same period); 1,113 cases of counterfeit goods and intellectual property violations (down 20.9% over the same period); collected more than VND 4,616.7 billion for the state budget (up 59.45% over the same period); prosecuted 1,328 cases (up 18.36% over the same period), 2,046 subjects (up 21.35% over the same period).
In Nghe An, in the first quarter of 2025, the functional forces in the province handled 1,011 administrative violations, prosecuted 154 cases/211 subjects with a total fine of more than 112 billion VND. Some typical cases of illegal trading, transportation, transit, and storage of prohibited goods such as firecrackers, drugs, wild animals, etc. Trading, production, and transportation of smuggled goods, goods of unknown origin, counterfeit goods, goods violating intellectual property rights, goods that do not ensure food safety and hygiene, etc. were promptly detected and handled. Violations in new areas such as e-commerce, trading of goods via social networks Facebook, TikTok, Zalo, etc. have been focused on by the functional forces to focus on inspection and control according to regulations.

In particular, most recently on April 18, 2025, Nghe An Provincial Police successfully dismantled a case of "Violating food safety regulations", prosecuting and temporarily detaining 4 subjects who produced 3,500 tons of bean sprouts soaked in chemicals. This is an exceptionally outstanding achievement, contributing significantly to ensuring food security and safety, preventing a large amount of dirty food and poor quality food from circulating on the market.
Need to clearly identify reality to have better handling
At the conference, opinions from ministries, branches and localities focused on sharing the results achieved, lessons learned, as well as difficulties in the work of preventing smuggling, counterfeit goods, fake goods and trade fraud. Thereby, proposing solutions to effectively implement the prevention work.
Speaking at the conference, Deputy Prime Minister Bui Thanh Son acknowledged and highly appreciated the results achieved in recent times; the opinions raised at the conference were very good and close to reality.
The Steering Committee 389 of ministries, branches, provinces and cities has done a good job of leadership and direction; proactively developed plans to combat smuggling, trade fraud and counterfeit goods in 2025, and directed functional forces to develop plans suitable to the situation of their areas, units and localities. Thereby, contributing to stabilizing the market, protecting the rights and interests of businesses and consumers, ensuring security and order, serving the socio-economic development of the country.

However, smuggling, trade fraud, buying and selling, transporting prohibited goods, counterfeit goods, goods of unknown origin, poor quality goods, etc. are still very complicated; the number of cases detected and handled is still limited, not commensurate with the actual situation and task requirements. There are many regulations and forces involved but counterfeit and poor quality goods still enter the market; it is necessary to clearly identify the reality to have a better way of handling it.
In the coming time, the escalating US-China trade war is at risk of a global trade war, especially when the US imposes reciprocal tariffs on goods imported into the US, causing negative impacts on the world economy, including Vietnam. Subjects will increase smuggling activities, trade fraud, buying and selling, transporting prohibited goods, trading, illegally transporting smuggled goods, counterfeit goods, transporting fake goods of Vietnamese origin for export to third countries.
Taking advantage of the increasing trend of e-commerce, buying and selling via social networking sites, express delivery, etc., subjects will increase smuggling activities, trade fraud and counterfeit goods, with new and more sophisticated methods and tricks, causing difficulties for authorities.

Therefore, in the coming time, review commodity standards to have sanctions to handle violating goods; Steering Committee 389 of ministries, branches, provinces and cities review and improve Steering Committee 389 of ministries, branches and localities after reorganizing and coordinating mechanisms between forces; Develop programs, plans and solutions in the fight against smuggling, trade fraud and counterfeit goods in accordance with the local situation and task requirements...
