5-step process for selecting re-election candidates and first-time party committee members
The appendix on the procedures and personnel records of the Party Committee at all levels for the 2020-2025 term issued together with Directive No. 35 of the 12th Politburo clearly states the 5-step procedure for re-election and first-time participation in the Party Committee.

NTo be recommended, the selection must be approved by more than 50% of the votes.
According to the Appendix on the process and personnel records of the Party Committee at the provincial level for the 2020-2025 term issued with Directive No. 35 of the 12th Politburo, for cases of re-election of the Party Committee, the first step will be to organize a meeting of the Standing Committee of the Party Committee (first time). This personnel will be based on the criteria, conditions, structure, and number prescribed by the Politburo and the direction of personnel work approved by the Party Committee. Based on the list of incumbent Party Committee cases, the Standing Committee of the Provincial Party Committee, City Party Committee, and Party Committee directly under the Central Committee directs the review and assessment of each case. From there, consider and approve the list of Party Committee members, members of the Standing Committee of the Party Committee, Deputy Secretaries, and Secretaries of the incumbent Party Committee that meet the criteria and conditions for re-election of the Party Committee for the 2020-2025 term according to regulations to get opinions and recommendations at the conference of key cadres.
In step two, a conference of key cadres will be held to collect opinions and recommendations (by secret ballot) according to the list of re-elected personnel reviewed and approved by the Party Committee Standing Committee in step one (the conference will be held when at least 2/3 of the summoned people are present).
In step three, the Party Executive Committee meeting (first time) will be held. Based on the results of the personnel introduction in step two, the Party Executive Committee of the province, city, and Party Committee directly under the Central Committee will discuss and introduce personnel (by secret ballot).
Step 4, organize the 2nd meeting of the Party Committee Standing Committee. Based on the results of the personnel introduction in step 3 and the results of the personnel survey (if any); the Standing Committee of the Provincial Party Committee, City Party Committee, and Party Committee directly under the Central Committee considers and votes to approve the list of personnel for re-election to the Party Committee for the 2020-2025 term to submit to the 2nd meeting of the Party Executive Committee.
Regarding the content of the personnel survey, the Standing Committee of the Party Committee and the personnel subcommittee, if deemed necessary, will conduct a survey and assessment of the moral qualities, lifestyle and prestige; capacity, achievements and outstanding work products of the personnel (introduced in step 3) at the workplace, relevant agencies and the grassroots Party Committee of the place of residence.
In the fifth step, a second Party Executive Committee meeting will be held to analyze the voting results at the conferences; verify and conclude on newly arising issues (if any). The collective Party Executive Committee of the province, city, and Party Committee directly under the Central Committee will discuss and vote on personnel recommendations (by secret ballot).
It is worth noting that the recommended and selected personnel must have an approval rate of over 50% of the total number of delegates convened in each step (step 2 is calculated based on the number of delegates present); the vote counting results are announced at the conferences.

For personnel joining the Party Committee for the first time, step 1 will organize a meeting of the Standing Committee of the Party Committee (first time). Based on the criteria, conditions, structure, and number prescribed by the Politburo and the direction of personnel work approved by the Party Committee; based on the list of Party Committee planning for the 2020-2025 term, the leadership positions of state agencies for the 2021-2026 term and socio-political organizations (according to the term of each organization); the Standing Committee of the Provincial Party Committee, City Party Committee, and Party Committee directly under the Central Committee will review and evaluate each case and consider and approve the proposed list.
Step two will organize a conference of key cadres to get opinions on recommendations (by secret ballot) according to the personnel list reviewed and approved by the standing committee conference of the Party Committee in step 1 (the conference is held when at least 2/3 of the summoned people are present).
Regarding the principles of introduction and selection: Each member is introduced not exceeding the structure and number of positions according to regulations and considers, selects, and introduces personnel from the list approved by the standing committee meeting of the Party Committee in step 1 or can introduce other personnel but must ensure sufficient standards and conditions according to regulations.
The selected and recommended personnel must have a vote of approval from 30% or more of the total number of delegates present and be selected from top to bottom to reach the required number (including the remaining 10-15% compared to the total number of committee members allocated according to regulations). In case there are many people with the same number of votes at the end of the recommended list, all the recommended comrades will be included in the list for introduction in the next step.
Step 3, organize the Party Executive Committee meeting (first time). Based on the structure, quantity, standards, and conditions allocated by the Politburo and the personnel work direction approved by the Party Committee; based on the results of personnel introduction in step 2, the Party Executive Committee of the province, city, and Party Committee directly under the Central Committee will discuss and introduce personnel (by secret ballot).
Principles of introduction and selection: Each member is introduced not exceeding the structure and number of positions as prescribed and considered, selected, and introduced in the list. For example, the total number of Party Committee members allocated according to regulations is 50 people; the number of re-elected members who meet the standards and conditions to be approved is 20 people; the remaining number of recommended members is not more than 37 people (calculated according to the remaining 10 - 15%); the number of Standing Committee members of the Party Committee is calculated similarly. Particularly for the leadership positions of Party Committees, state agencies and socio-political organizations, 1 person is introduced for 1 position.
The recommended and selected personnel must have a vote of approval of over 50% of the total number of delegates present and be selected from top to bottom to reach the required number (including the remaining 10-15% compared to the total number of Party Committee members allocated according to regulations). In case there are many people with the same number of votes at the end of the recommended list, all the recommended comrades will be included in the list for introduction in the next step.
Step 4: Conduct a personnel survey and organize a meeting of the Party Committee Standing Committee (2nd time). The Party Committee Standing Committee and the Personnel Subcommittee conduct a survey and evaluation of the moral qualities, lifestyle and prestige; capacity, achievements and outstanding work products of the personnel introduced in step 3 at the workplace, relevant agencies and the local Party Committee where they reside (based on the actual situation in the locality, agency, unit, the Party Committee Standing Committee and the Personnel Subcommittee determine the personnel and specific survey methods).
Based on the results of the personnel introduction in step 3 and the results of the personnel survey (if any), the Standing Committee of the Provincial Party Committee, the City Party Committee, and the Party Committee directly under the Central Committee consider and vote to approve the list of personnel participating in the new Party Committee term to get opinions for introduction at the Party Executive Committee Conference (2nd time).
In step 5, the Party Executive Committee meeting (2nd time) will be held. The selected and recommended personnel must have a vote of approval of over 50% of the total number of delegates convened and selected from top to bottom to reach the required number (including the remaining 10-15% compared to the total number of committee members allocated according to regulations). In case two or more people have the same number of votes, the personnel recommended by the head of the committee will be selected (the vote counting results will be announced at the conference).
