The process of introducing and selecting personnel participating in the Party Committee for the first time will go through 5 steps.

Step 1:Organizing the first meeting of the Standing Committee of the Party Committee
Based on the criteria, conditions, structure, and quantity prescribed by the Politburo and the direction of personnel work approved by the Party Committee; based on the list of Party Committee planning for the 2020-2025 term, the leadership positions of State agencies for the 2021-2026 term and socio-political organizations (according to the term of each organization), the Standing Committee of the District, City, Town Party Committee and the Party Committee directly under the Provincial Party Committee, the Standing Committee of the Commune Party Committee shall review and evaluate each case and consider and approve the expected list of personnel in the planning who meet the criteria and conditions to participate in the Party Committee, the Standing Committee of the Party Committee and the leadership positions of the Party Committee according to regulations to get opinions and recommendations at the conference of key cadres.
Step 2:Organize a conference of key cadres to collect opinions and recommendations (by secret ballot) according to the list of personnel reviewed and approved by the standing committee meeting of the Party Committee in Step 1 (the conference is held when at least 2/3 of the summoned people are present).
About ingredients:
In the Party Committee of the block directly under the Provincial Party Committee, there are comrades in the Party Executive Committee; heads and deputy heads of departments and equivalent; secretaries and deputy secretaries of the Party Committees directly under the block and heads of mass organizations of the Party Committee of the block.
At the district level are comrades in the Party Executive Committee; heads of departments, boards and equivalent; presidents of the Fatherland Front and heads of mass organizations at the same level; Party secretaries, chairmen of People's Councils, chairmen of People's Committees of communes, wards and towns; secretaries and heads of affiliated units.
For communes, wards and towns, these are comrades in the Party Executive Committee; heads and deputy heads of the Fatherland Front and commune-level mass organizations; Party cell secretaries directly under the Party Committee.
Principles of introduction and selection:
Each member is introduced not exceeding the structure and number of positions as prescribed and considers, selects, and introduces personnel from the list approved by the standing committee meeting of the Party Committee in Step 1 or can introduce other personnel but must ensure sufficient standards and conditions as prescribed.
The selected and introduced personnel must have an approval rate of 30% or more of the total number of delegates present and be selected from top to bottom to reach the required number according to regulations.(including the remaining 10 - 15% compared to the total number of Party Committee members allocated according to regulations).
In case there are many people with the same number of votes at the end of the recommendation list, all the recommended comrades will be included in the list for recommendation in the next step.
Step 3:Organizing the Party Executive Committee Conference (1st time)
Based on the structure, quantity, standards, and conditions allocated by the Politburo and the direction of personnel work approved by the Party Committee; on the basis of the results of personnel introduction in Step 2, the Party Executive Committee of the district, city, town Party Committee and the Party Committee directly under the Provincial Party Committee will discuss and introduce personnel by secret ballot.
Principles of introduction and selection:
Each member is introduced not exceeding the structure and number of positions as prescribed and considers, selects, and introduces personnel from the list introduced by the key staff conference in Step 2 or can introduce other personnel but must ensure sufficient standards and conditions as prescribed.
The recommended and selected personnel must have a vote of approval of over 50% of the total number of delegates present and be selected from top to bottom to reach the required number (including the remaining 10-15% compared to the total number of committee members allocated according to regulations).
In case there are many people with the same number of votes at the end of the recommendation list, all the recommended comrades will be included in the list for recommendation in the next step.
Step 4: Conducting personnel survey and organizing the 2nd standing committee meeting
The Standing Committee of the Party Committee and the Personnel Subcommittee conduct a survey and assessment of the qualities, ethics, lifestyle and prestige; capacity, achievements and outstanding work products of the personnel introduced in Step 3 at the workplace, relevant agencies and the grassroots Party Committee where they reside (based on the actual situation in the locality, agency, unit, the Standing Committee of the Party Committee and the Personnel Subcommittee determine the personnel and specific survey methods).
Based on the results of the personnel introduction in Step 3 and the results of the personnel survey (if any), the Standing Committee of the Party Committee considers and votes to approve the list of personnel participating in the new Party Committee term to get opinions for introduction at the Party Executive Committee conference (2nd time).
Principles of introduction and selection:
Each member is introduced not exceeding the structure and number of positions as prescribed and considered, selected, and introduced personnel from the list introduced by the executive committee meeting in Step 3.
The recommended and selected personnel must have a vote of approval of over 50% of the total number of delegates convened and selected from top to bottom to reach the required number (including the remaining 10-15% compared to the total number of committee members allocated according to regulations). In case there are many people with the same number of votes at the end of the recommended list, all the recommended comrades will be included in the list for introduction in the next step.
Step 5:Organize the Party Executive Committee Conference(2nd time)
Implementation sequence: Analyze voting results at conferences; verify and conclude newly arising issues (if any); the Party Executive Committee collectively discusses, comments, evaluates and votes to recommend personnel (by secret ballot).

The selected and recommended personnel must have an approval rate of over 50% of the total number of delegates convened and taken from top to bottom to reach the required number (including the remaining 10-15% compared to the total number of Party Committee members allocated according to regulations).
In case at the end of the list of recommendations, there are two or more people with the same number of votes, the selection of the person will be directly chosen by the head of the Party Committee (the vote counting results will be announced at the conference).
This is the content clearly stated in Circular No. 13-TT/TU on Party Congresses at all levels issued by the Provincial Party Standing Committee on October 28.
