Resolutely fight against crimes and violations of the law on fireworks

(Baonghean.vn) - Although all levels, sectors and functional forces have deployed many solutions to prevent and combat, the crime and law violation situation regarding fireworks in the province is still potentially complicated.

Arrested 52 cases, 63 subjects

Although they know that illegal fireworks are prohibited from circulation and trade and that the law has strict penalties, due to high profits or disregard for the law, some people still find ways to secretly produce, store and use illegal fireworks.

After more than 3 months of implementing Plan No. 636/KH-UBND dated August 29, 2023 on preventing and combating violations of firecrackers before, during and after the Lunar New Year of Giap Thin in 2024, Nghe An province's functional forces have arrested 52 cases, 63 criminals and violators of the law on firecrackers, seized more than 3 tons of various types of firecrackers, and mobilized the recovery of 50 kg of firecrackers and gunpowder.

Typically, in the early morning of December 26, in Nghi Dien commune (Nghi Loc), Nghi Loc district police coordinated with other forces to successfully break up a case, arresting 4 subjects for illegal trading and storage of firecrackers.

The seized exhibits included more than 1.23 tons of fireworks, 1 car, 4 mobile phones and other related documents and evidence. The ringleaders of this ring were Ho Viet Son (born in 1995) and Nguyen Canh San (born in 1982), both residing in Nghi Dien commune, Nghi Loc district. Expanding the case, the authorities arrested 2 more subjects, Nguyen Canh Truong (born in 1986) and Ho Viet Hung (born in 1987), both residing in Nghi Dien commune, Nghi Loc district.

Previously, on December 24, Nghi Loc District Police presided over and coordinated with the Provincial Police Department and Hung Dong Commune Police (Vinh City) to successfully crack a case and arrest two subjects, Nguyen The Manh (born in 1986), residing in Nghi Thinh Commune, Nghi Loc District, and Dau Thanh Tuan (born in 1987), residing in Hung Dong Commune, Vinh City, for the act of illegally buying, selling, and storing firecrackers.

Confiscated evidence included 6.72 tons of various types of fireworks, 2 cars, 4 mobile phones and related documents.

Most recently, on December 30, Dien Chau District Police successfully broke up a case, arresting Tran Van Hung (born in 1968), residing in Dien Ky commune, for "possessing prohibited goods" and seizing 720 kg of 36-piece fireworks.

In areas close to the border, crimes related to illegal trading, transportation and storage of fireworks also increase at the end of the year. Criminals often take advantage of compatriots visiting relatives and crossing the border to illegally transport goods to Vietnam.

Typically, on December 22, 2023, in the border belt area of ​​Muong Phu village, Thong Thu commune (Que Phong), Thong Thu Border Guard Station, Drug and Crime Prevention Department (Nghe An Border Guard) co-chaired and coordinated with other forces to arrest Thao Phenh (born in 1952), residing in Nam Tay village, Sam To district, Hua Phan province (Laos), for illegally transporting drugs and fireworks.

Evidence seized at the scene included 130 pink synthetic drug pills and 5 boxes of 49-piece fireworks (about 9 kg) with foreign brands.

According to the assessment of the Provincial People's Committee, currently, the situation of crimes and violations of the law on fireworks in the area is still potentially complicated. Some localities have not paid attention to and resolutely directed the work of preventing and combating violations of fireworks; leaving it to specialized forces. Propaganda work and organizing the signing of commitments have not been very effective; mobilization and collection of fireworks are still limited. In particular, the illegal use of fireworks still occurs frequently in some localities, especially on the occasion of National Unity Day and family celebrations and weddings.

Attachresponsibility of the head, person in charge

To strengthen the prevention and control of violations related to fireworks during the Lunar New Year 2024, on December 26, 2023, the People's Committee of Nghe An province issued Official Dispatch No. 40/CD-UBND. In which, the Chairmen of the People's Committees of districts, cities and towns are requested to focus on directing and drastically implementing solutions to prevent and control fireworks in the area.

The focus is: Establishing a working group to work with religious establishments in the management area, requesting dignitaries and officials to propagate and mobilize believers to strictly comply with the provisions of the law on fireworks during the 2024 Lunar New Year. Directing communes, wards and towns to establish patrol working groups to ensure security and order and prevent fireworks on New Year's Eve (ensuring that each commune, ward and town must have at least 1 working group).

Particularly, key communes, wards and towns must arrange at least 2 working groups, each group has at least 10 people (including the commune-level police force, commune-level militia, civil defense, mass organizations in charge of ensuring security and order at the grassroots level...) to carry out patrol work; at the same time, go to each house of key subjects to meet, propagate, remind; promptly detect, prevent, arrest, and handle crimes and violations of the law, especially violations related to fireworks.

The Provincial People's Committee also requested districts, cities and towns to clearly assign tasks and responsibilities to leaders and people in charge in managing their areas and fields and have sanctions to handle responsibilities in advising, directing and implementing solutions to prevent and combat fireworks in their areas and fields. "Leaders of the People's Committees at district and commune levels who allow widespread fireworks to occur in their areas on New Year's Eve must be responsible to the Chairman of the Provincial People's Committee and the Chairman of the District People's Committee" - Official Dispatch No. 40 of the Provincial People's Committee emphasized.

Regarding the functional forces (Provincial Police, Provincial Border Guard Command, Provincial Customs Department, Provincial Market Management Department), the Provincial People's Committee requested to coordinate with the People's Committees of districts, cities and towns to focus on directing and strengthening solutions to combat and arrest lines, groups, subjects illegally producing, trading, transporting, storing and using fireworks. The Provincial Police proactively developed a plan to increase forces for wards in Vinh city to coordinate in ensuring security and order and preventing and combating fireworks on New Year's Eve of the Lunar New Year of Giap Thin in 2024.

Preventing homemade fireworks and firecracker use among students

In addition, before the Lunar New Year, many young people, mostly students, secretly buy floating explosive precursor materials to make their own fireworks at home, posing many potential risks of fire and explosion.

A recent example (December 28), Chau Nhan Commune Police (Hung Nguyen) discovered DVT (born in 2008), residing in Hamlet 3, illegally manufacturing and storing firecrackers, seizing 59 firecrackers with a total weight of nearly 30 kg; 11 meters of white wire, 860 finished explosives and substances used to mix ingredients to make firecrackers.

Further investigation revealed that DVT and NPTr residing in Hamlet 5 and NDKh residing in Hamlet 8, Chau Nhan Commune were also involved in the production of homemade fireworks. Their actions not only violated the law but also posed unpredictable dangers to life, health, and security and order in the area.

To prevent unfortunate accidents, Official Dispatch 40 of Nghe An Provincial People's Committee also requested the Department of Education and Training, universities, colleges, vocational high schools, high schools, junior high schools, and educational institutions in the area to direct the organization of propaganda activities, disseminate the law on banning fireworks to teachers, students, and implement the signing of commitments not to violate the production, trading, transportation, storage, and illegal use of fireworks.

Blocks and hamlets review and identify households and individuals with conditions, capabilities, and suspicions of violations regarding fireworks, promptly take measures to propagate, inspect, mobilize the collection of fireworks, and organize the signing of commitments not to violate fireworks regulations.
