Attending the meeting were comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Provincial Party Standing Committee, Vice Chairmen of the Provincial People's Committee and leaders of provincial departments, branches and sectors.

At the meeting, comrades in the Provincial Party Standing Committee and a number of departments and branches affirmed that administrative reform plays a very important role, contributing to improving the investment environment, raising the provincial competitiveness index, ensuring the satisfaction of businesses and people, and creating development momentum.

However, this sector has not really met development requirements; businesses and people still have many complaints about state agencies, officials and civil servants; the provincial competitiveness index is not stable.

Based on a careful analysis of the existing problems, many opinions and solutions with a determined and drastic viewpoint, promoting the role and responsibility of leaders in administrative reform at each level, each sector, agency and unit were presented at the meeting.

Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said that a set of criteria will soon be issued to evaluate the quality of work completion of officials and civil servants in State agencies.

Comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee reported on the implementation of administrative reform work in the province in recent times.

Concluding this content, comrade Ho Duc Phoc emphasized: Good administrative reform will create motivation, on the contrary, if not done well, it will become an obstacle, eroding trust in the regime, weakening the apparatus. To create changes in administrative reform, it is necessary to first correctly assess the current situation of limitations, find the right bottlenecks in administrative reform, and from there have specific and clear solutions.

Administrative reform needs to focus on the apparatus, quality of staff, application of information technology, policy mechanisms... The Provincial Party Secretary also said that it is necessary to strengthen inspection and handling, associated with the responsibility of the head to be truly exemplary, not afraid of collision, and resolutely handle violating civil servants. Also this morning, the Provincial Party Standing Committee discussed solutions to improve the provincial competitiveness index for the 2016-2020 period. Acknowledging the weaknesses in economic management and the corruption of some officials and civil servants, affecting the province's business environment, comrade Ho Duc Phoc requested that the entire political system consider improving the provincial competitiveness index an important task, as well as the business community; which requires close and decisive direction from leaders.

During the remaining time of the working session this morning, the Provincial Party Committee Standing Committee also focused on discussing and giving opinions on two projects invested by Vingroup, including the project of Hotel, Entertainment and Resort Villa Complex in Cua Lo Town; and the project of renovating Area B, Quang Trung Apartment Complex, Vinh City. Concluding this content, Secretary of the Provincial Party Committee Ho Duc Phoc agreed with the investment policy and planning and design plan of the two projects, and at the same time requested the Provincial People's Committee and departments and branches to focus on creating all conditions for investors to implement the projects.

The Standing Committee also listened to and gave opinions on adjusting the general planning of Hoang Mai town until 2030 and discussed a number of issues related to personnel work.
