Today, Than Linh commune was established on the basis of merging 3 communes: Nghi Hung, Nghi Phuong, Nghi Dong of the old Nghi Loc district. After the merger, the commune has a natural area of ​​44.69 km2, a population of 21,781 people. The commune Party Committee has 39 affiliated Party organizations with 738 party members. In the past term, despite many difficulties and challenges, with the spirit of solidarity and high determination of the entire political system, the consensus of all classes of people, the Party Committees of the communes before merging into Than Linh commune have made efforts to overcome, focusing on leading the successful implementation of the goals and tasks set out in the Resolution of the Congress for the term 2020 - 2025.

The work of building the Party and the political system has achieved many important results; the leadership role, fighting strength, and quality of cadres and party members have been increasingly improved. The Party Committee and the government of Than Linh commune have focused on directing the effective implementation of key programs. As a result, the average growth rate of production value (period 2020 - 2025) has reached 9.06%. The average income per capita by 2025 is estimated at 61 million VND/year (1.2 times higher than in 2020). The economic structure has shifted in a positive direction, the proportion of industry - construction and services increased from 82.1% to 87.58%; agriculture, forestry and fishery decreased from 17.93% to 12.42% in 2025.

Agricultural production and livestock breeding continued to develop in the direction of quality and efficiency. The movement to build advanced new rural areas achieved comprehensive results. The rural infrastructure system developed rapidly, the rural appearance had many improvements. At the end of the term, the 3 communes before merging into today's Than Linh commune were all recognized by the People's Committee of Nghe An province as communes meeting advanced new rural standards.

Industry and construction have developed rapidly, contributing positively to the economic and labor restructuring of the commune, with a growth rate of 10.12%. The value of the construction industry continues to grow strongly. The total value of construction investment reached over 4,636 billion VND (exceeding the target set by the Congress Resolution). A number of large projects and works have been invested in and constructed (factories in the WHA industrial park, the North-South expressway section through the commune, etc.), contributing to the rapid increase in the production value of the construction industry. The transportation system has been invested, upgraded, and basically maintained to meet the transportation and travel needs of the people.

Site clearance work is focused on and directed resolutely, in accordance with legal regulations, ensuring the progress of construction works and investment projects. Production, business and service - trade activities have improved a lot. Tourism activities tend to develop, especially spiritual tourism, eco-tourism... annually attracting tens of thousands of visitors, creating jobs for hundreds of local workers.

The cultural and social fields continued to have many positive changes, playing an important role in the harmonious and sustainable development of the locality. The movement "All people unite to build a cultural life" was widely deployed. Social security work was implemented synchronously and promptly. Policy families, people with meritorious services and social protection beneficiaries were given careful attention and care. Security and national defense were strengthened, political security and social order and safety were ensured.

Joining the flow into a new era - the era of national growth, in the 2025 - 2030 term, the Party Committee of Than Linh commune focuses on leadership and direction to achieve the goal of economic restructuring, building the commune into a key area in the province's industrial development. Health, education - training, modern science and technology. Cultural, historical and traditional values ​​are preserved and promoted. National defense and security are maintained stably. The Party Committee and political system are strong. The material and spiritual life and health of the people are constantly improved. Striving to become a model new rural commune before 2030, with a vision to become a comprehensively developed commune with high income in Nghe An province by 2045.

With the motto "Solidarity - Democracy - Breakthrough - Development", the Party Committee of Than Linh commune sets out 26 targets in various fields, striving for an average economic growth rate of 13-15%/year. Average income per capita reaches 90-100 million VND/year. The rate of population participating in health insurance reaches over 95%. The average annual poverty rate reduction is 0.3-0.5% (according to new standards). 50% of schools meet National standards level 2. Striving for 95% of party members to complete their tasks or higher; over 90% of party cells to complete their tasks or higher... To successfully achieve the set goals and targets, the Party Committee of Than Linh commune focuses on a number of key solutions, namely: Promoting the development of trade and services in a civilized and modern direction; focusing on digital transformation, investing and upgrading information technology systems, equipment and technical infrastructure to serve digital transformation; focusing on developing Than Linh into a model new rural commune in digital transformation of Nghe An province.

Review and plan commercial and service land areas, call for investment in supermarkets, trade centers, financial and banking services, entertainment areas, develop logistics services to serve production and consumption. Develop community tourism, eco-tourism, cultural tourism associated with spirituality, promote the cultural identity of Than Linh village. Encourage the development of private enterprises, small and medium enterprises, contribute to expanding production, increasing the proportion of industry and construction in the economic structure.

At the same time, effectively implement the commune construction planning project; establish detailed plans for functional areas, identify priority project lists, and call for investment. Prioritize site clearance for key national projects, provincial investment projects; key local projects; prioritize investment in resettlement areas and new residential areas to promote development and complete infrastructure. Coordinate with provincial departments and branches to establish and approve projects: Than Linh commune administrative center; central cultural park; drainage projects; wastewater treatment; inter-village traffic system, creating momentum for socio-economic development.

Actively call for investment in high-tech agricultural production areas; develop clean vegetable, fruit and vegetable models, and bio-safe livestock farming. Promote afforestation, develop hill garden farms, combine exploitation of eco-tourism services, ensure forest coverage rate. Connect logistics development in agriculture and industry.
