Determined to purify the team, maintain discipline in cadre work
Once again, our Party is determined to purify its ranks and eliminate unworthy people to strengthen the Party's role.
At the 14th meeting of the Central Steering Committee on Anti-Corruption, General Secretary Nguyen Phu Trong requested that one of the next tasks of the Steering Committee is to inspect the rotation, promotion and appointment of cadres nationwide. After a series of cadre disciplinary cases since the 12th Party Congress, including 56 people under the Central management, this is an urgent task. Because only by doing these steps well can we eliminate corruption, degeneration and negativity in the political apparatus; maintain discipline in cadre work; and create a driving force for innovation in the cause of national development.

The people agree and welcome the Party's fair and resolute actions with the highest goal of making the Party clean and strong; building a constructive and honest government; strengthening people's trust; and developing the country. The people are pleased with the Party's very high political determination, "no forbidden zones, no one is outside the law, above the law" with names and people who no one "dare" to touch, but have been disciplined and punished by law. The people also believe that the Party's courage is not only to rectify the team, strictly handle erring cadres, but also dare to look straight at shortcomings to correct them, to maintain the Party's prestige and reputation, to ensure that there is a team of cadres to take on all assigned positions.
These shortcomings are laxity in Party discipline; lack of inspection and control of cadres; erosion of the will to fight for self-criticism and criticism; lack of a mechanism to control power, creating many loopholes in management, rotation, and appointment of cadres. These shortcomings and loopholes have corrupted a number of cadres, party members, a number of high-ranking leaders of the Party, and some people holding important positions in the State management apparatus; caused public outrage, caused serious loss of confidence among cadres and party members; and directly affected the survival of the regime and the political life of the Party.
People's doubts cannot be completely eliminated when this or that person whose work results are not outstanding, even lacking in capacity and prestige, is promoted or appointed to this or that position. Doubts cannot be completely eliminated when there are leaders who, after a short period of rotation, are only in the "study" phase, returned and appointed to a higher position, in a more important position. We also cannot help but ask, why are cadres who have violated discipline in this unit transferred to another unit or from the grassroots to the Central, from the Central to the grassroots? Is there a story of "backdoor dealing" or "bartering" here? Is there a story of "group interests"?
Painful lessons in personnel work such as Trinh Xuan Thanh, Vu Minh Hoang, Vu Duc Thuan, Vu Dinh Duy, Le Chung Dung and many other cases have shown the degeneration, negativity, and corruption in the rotation and promotion of officials.
Therefore, the requirement to inspect the work of rotation, promotion and appointment of cadres nationwide that General Secretary Nguyen Phu Trong set for the Central Steering Committee on anti-corruption is very necessary, urgent and important. Once again, our Party has expressed its determination to purify the team, eliminate unworthy people, to strengthen the role of the Party; to prove that our Party is fair and upright, with no forbidden areas, no exceptions; so that the people can place absolute trust in the Party, in the team of honest cadres in the creative, dedicated and clean civil service./.
